1 1 Amend the amendment, S-5110, to House File 514, as
1 2 amended, passed, and reprinted by the House, as
1 3 follows:
1 4 #1. Page 1, line 3, by striking the figure "30."
1 5 and inserting the following: "30 and inserting the
1 6 following:
1 7 "Sec. . Section 257.31, Code 1995, is amended
1 8 by adding the following new subsection:
1 9 NEW SUBSECTION. 17. a. If a district's average
1 10 transportation costs per pupil exceed the state
1 11 average transportation costs per pupil determined
1 12 under paragraph "c" by one hundred fifty percent, the
1 13 committee may grant transportation assistance aid to
1 14 the district. Such aid shall be miscellaneous income
1 15 and shall not be included in district cost.
1 16 b. To be eligible for transportation assistance
1 17 aid, a school district shall annually certify its
1 18 actual cost for all children transported in all school
1 19 buses not later than July 31 after each school year on
1 20 forms prescribed by the committee.
1 21 c. A district's average transportation costs per
1 22 pupil shall be determined by dividing the district's
1 23 actual cost for all children transported in all school
1 24 buses for a school year pursuant to section 285.1,
1 25 subsection 12, less the amount received for
1 26 transporting nonpublic school pupils under section
1 27 285.1, by the district's actual enrollment for the
1 28 school year excluding the shared-time enrollment for
1 29 the school year as defined in section 257.6. The
1 30 state average transportation costs per pupil shall be
1 31 determined by dividing the total actual costs for all
1 32 children transported in all districts for a school
1 33 year, by the total of all districts' actual
1 34 enrollments for the school year.
1 35 d. Funds transferred to the committee in
1 36 accordance with section 321.34, subsection 18, are
1 37 appropriated to and may be expended for the purposes
1 38 of the committee, as described in this section.
1 39 However, highest priority shall be given to districts
1 40 that meet the conditions described in this subsection.
1 41 Notwithstanding any other provision of the Code,
1 42 unencumbered or unobligated funds transferred to the
1 43 committee pursuant to section 321.34, subsection 18,
1 44 remaining on June 30 of the fiscal year for which the
1 45 funds were transferred, shall not revert but shall be
1 46 available for expenditure for the purposes of this
1 47 subsection in subsequent fiscal years.""

2 2 "NEW SUBSECTION. 29. EDUCATION PLATES.
2 3 a. Upon application and payment of the proper
2 4 fees, the director may issue education plates to the
2 5 owner of a motor vehicle subject to registration under
2 6 section 321.109, subsection 1, light delivery truck,
2 7 panel delivery truck, pickup, motor home, multipurpose
2 8 vehicle, or travel trailer.
2 9 b. Education plates shall be designed by the
2 10 department in cooperation with the department of
2 11 education.
2 12 c. The special school transportation fee for
2 13 letter number designated education plates is thirty-
2 14 five dollars. The fee for personalized education
2 15 plates is twenty-five dollars, which shall be paid in
2 16 addition to the special school transportation fee of
2 17 thirty-five dollars. The fees collected by the
2 18 director under this subsection shall be paid monthly
2 19 to the treasurer of state and credited to the road use
2 20 tax fund. Notwithstanding section 423.24, and prior
2 21 to the crediting of revenues to the road use tax fund
2 22 under section 423.24, subsection 1, paragraph "d", the
2 23 treasurer of state shall transfer monthly from those
2 24 revenues to the school budget review committee in
2 25 accordance with section 257.31, subsection 16, the
2 26 amount of the special school transportation fees
2 27 collected in the previous month for the education
2 28 plates.
2 29 d. Upon receipt of the special registration
2 30 plates, the applicant shall surrender the current
2 31 registration receipt and plates to the county
2 32 treasurer. The county treasurer shall validate the
2 33 special registration plates in the same manner as
2 34 regular registration plates are validated under this
2 35 section. The annual special school transportation fee
2 36 for letter number designated plates is ten dollars,
2 37 which shall be paid in addition to the regular annual
2 38 registration fee. The annual fee for personalized
2 39 education plates is five dollars, which shall be paid
2 40 in addition to the annual special school
2 41 transportation fee and the regular annual registration
2 42 fee. The annual special school transportation fee
2 43 shall be credited as provided under paragraph "c".""
2 44 #3. Page 3, line 23, by inserting after the word
2 45 "fund," the following: "education plates and transfer
2 46 and appropriation of revenue from the sale of the
2 47 plates to the school budget review committee,".
