Page 1, by inserting before line 31 the 1 5 following: 1 6 "Sec. . NEW SECTION. 303.9A IOWA HERITAGE 1 7 FUND. 1 8 1. An Iowa heritage fund is created in the state 1 9 treasury to be administered by the state historical 1 10 society board of trustees. The fund shall consist of 1 11 all moneys allocated to the fund by the treasurer of 1 12 state. 1 13 2. Moneys in the fund shall be used in accordance 1 14 with the following: 1 15 a. Sixty-five percent shall be retained by the 1 16 state historical society and used to maintain and 1 17 expand Iowa's history curriculum, to provide teacher 1 18 training in Iowa history, and to support museum 1 19 exhibits, historic sites, and adult education 1 20 programs. 1 21 b. Five percent shall be retained by the state 1 22 historical society to be used for start-up costs for 1 23 the one hundred seventy-fifth and two hundredth 1 24 anniversaries of Iowa statehood. 1 25 c. Five percent shall be retained by the state 1 26 historical society to be used for the promotion of the 1 27 sale of the Iowa heritage registration plate issued 1 28 under section 321.34." 1 29 #3. An owner referred to in subsection 18, may upon 1 47 written application to the department, order special 1 48 registration plates with an Iowa heritage emblem. The 1 49 emblem shall contain a picture of the American gothic 1 50 house and the words "Iowa Heritage" and shall be 2 1 designed by the department in consultation with the 2 2 state historical society of Iowa. 2 3 b. The special Iowa heritage fee for letter number 2 4 designated plates is thirty-five dollars. The special 2 5 fee for personalized Iowa heritage plates is twenty- 2 6 five dollars which shall be paid in addition to the 2 7 special fee of thirty-five dollars. The special fee 2 8 shall be in addition to the regular annual 2 9 registration fee. 2 10 c. The special fees collected by the director 2 11 under this subsection shall be paid monthly to the 2 12 treasurer of state and credited to the road use tax 2 13 fund. Notwithstanding section 423.24, and prior to 2 14 the crediting of revenues to the road use tax fund 2 15 under section 423.24, subsection 1, paragraph "d", the 2 16 treasurer of state shall credit monthly the amount of 2 17 the special fees collected in the previous month for 2 18 the Iowa heritage plates from those revenues in the 2 19 following manner: 2 20 (1) Seventy-five percent shall be credited to the 2 21 Iowa heritage fund, created under section 303.9A. 2 22 (2) Twenty-five percent shall be allocated to the 2 23 department of education. The department shall use the 2 24 moneys to support teacher training in Iowa history, to 2 25 purchase Iowa history classroom materials, to support 2 26 student participation in Iowa history and citizenship- 2 27 building activities and to create a grant program for 2 28 school districts to apply for funding to support field 2 29 trips to museums, historic sites, and heritage 2 30 attractions." 2 31 #11. The year of expiration or2 37the date of expiration shall be displayed on vehicle2 38registration plates, except plates issued under2 39section 321.19, including any plate issued pursuant to 2 40 section 321.34, except Pearl Harbor and purple heart 2 41 registration plates issued prior to January 1, 1997, 2 42 and collegiate, firefighter, and Congressional medal 2 43 of honor registration plates.
