1 2 BY CHURCHILL, CORBETT, SCHRADER, BELL, MASCHER,
1 3 NELSON of Marshall, and NELSON of Pottawattamie
1 4 (COMPANION TO LSB 4409SS BY BLACK)
1 5 A House Resolution urging the United States government
1 6 to reassess its policy relating to the dispute
1 7 between the People's Republic of China (mainland
1 8 communist China) and the Republic of China (ROC) on
1 9 Taiwan.
1 10 WHEREAS, the Republic of China on Taiwan
1 11 established a sister state relationship with the State
1 12 of Iowa on September 25, 1989, and is a valued trading
1 13 partner of the United States; and
1 14 WHEREAS, the Republic of China on Taiwan is a
1 15 paradigm example of the success of a market-based
1 16 economic system and of an open political system; and
1 17 WHEREAS, the People's Republic of China has been
1 18 escalating its threatening rhetoric and propaganda
1 19 directed at the Republic of China on Taiwan; and
1 20 WHEREAS, the House of Representatives is
1 21 justifiably concerned with the security of the
1 22 citizens and government of the Republic of China on
1 23 Taiwan; and
1 24 WHEREAS, the House of Representatives supports the
1 25 efforts of the Republic of China on Taiwan to become a
1 26 fully democratic nation; and
1 27 WHEREAS, it is the fervent hope and desire of the
1 28 House of Representatives that the People's Republic of
1 29 China will not interfere with the Republic of China on
1 30 Taiwan's upcoming presidential election; NOW
2 1 THEREFORE,
2 2 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
2 3 That the United States government reassess its foreign
2 4 policy relating to the People's Republic of China and
2 5 take appropriate actions in accordance with the Taiwan
2 6 Relations Act, 22 U.S.C.A. } 3301(b), to send a clear
2 7 message to the leadership of the People's Republic of
2 8 China that disputes between the People's Republic of
2 9 China and the Republic of China on Taiwan should be
2 10 dealt with through peaceful negotiations rather than
2 11 political intimidation and threats of military
2 12 confrontation.
2 13 BE IT FURTHER RESOLVED, That copies of this
2 14 Resolution be sent to the members of the Iowa
2 15 congressional delegation, the embassy of the People's
2 16 Republic of China in Washington, D.C., and the foreign
2 17 ministry of the Republic of China in Taipei, Taiwan.
