1 1 HOUSE RESOLUTION NO.
1 2 BY METCALF, DAGGETT, DODERER, HALVORSON, and WEIGEL
1 3 A House Resolution honoring Mrs. Phyllis Barry upon
1 4 her retirement as Iowa Administrative Code Editor.
1 5 WHEREAS, Mrs. Phyllis Barry is retiring as Iowa
1 6 Administrative Code Editor after serving for over 31
1 7 years in the State of Iowa's Code office; and
1 8 WHEREAS, her positions of responsibility in the
1 9 Code office have involved many years of service in
1 10 both the legislative and judicial branches of
1 11 government; and
1 12 WHEREAS, she has worked closely with
1 13 representatives from all three branches of government
1 14 both as Deputy Code Editor and as Administrative Code
1 15 Editor; and
1 16 WHEREAS, Mrs. Barry has served as Secretary to the
1 17 Administrative Rules Review Committee since its
1 18 establishment in 1975, and as editor of the
1 19 publications of executive branch administrative rules,
1 20 never missing a biweekly publication deadline during
1 21 the period of more than twenty years; and
1 22 WHEREAS, in these roles, Mrs. Barry has been
1 23 involved in all aspects of legal publication of the
1 24 Code of Iowa, the Iowa Acts, the Iowa Administrative
1 25 Bulletin, the Iowa Administrative Code, the Iowa Court
1 26 Rules, and the State Roster; and
1 27 WHEREAS, in her publication activities with the
1 28 Iowa Supreme Court and the executive branch agencies,
1 29 Mrs. Barry has developed close working relationships
1 30 beneficial to the operations of state government in
2 1 general; and
2 2 WHEREAS, Mrs. Barry has excelled in her unyielding
2 3 devotion to quality and perfection in the publication
2 4 of the law and the administrative rules, and has
2 5 served the legal community and the public for many
2 6 years, personally providing essential statutory and
2 7 administrative rules historical research; and
2 8 WHEREAS, Mrs. Barry's expertise and knowledge in
2 9 the field of statutory and administrative law
2 10 publication are unsurpassed in the State of Iowa; and
2 11 WHEREAS, her counterparts in other states have
2 12 frequently sought her counsel and advice; and
2 13 WHEREAS, this expertise and knowledge have provided
2 14 an essential public service to the citizens of the
2 15 State of Iowa, guaranteeing the citizens of Iowa
2 16 timely and efficient access to state laws and
2 17 administrative rules, thus helping to preserve to the
2 18 citizens the opportunity to prize their liberties and
2 19 to maintain their rights as memorialized in the
2 20 State's motto; and
2 21 WHEREAS, Mrs. Barry has been a very able
2 22 administrator of the Code office for many years,
2 23 assembling at all times a professional, expert, and
2 24 loyal staff, while maintaining an uncommon affinity
2 25 and cordiality among her colleagues in the Code
2 26 office; and
2 27 WHEREAS, it is fitting that the General Assembly
2 28 and all of state government should recognize Mrs.
2 29 Barry's outstanding accomplishments and leadership in
2 30 the field of statutory and administrative law
3 1 publication for the State of Iowa; NOW THEREFORE,
3 2 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
3 3 That the General Assembly of the State of Iowa pay
3 4 tribute to Mrs. Phyllis Barry for her extraordinary
3 5 accomplishments and devoted service to the Iowa
3 6 General Assembly, the Administrative Rules Review
3 7 Committee, the Legislative Service Bureau, and the
3 8 citizens of this state and, upon her retirement, wish
3 9 her the very best in the years ahead; and
3 10 BE IT FURTHER RESOLVED, That an official copy of
3 11 this Resolution be prepared and presented to Mrs.
3 12 Phyllis Barry.
