1 1 HOUSE CONCURRENT RESOLUTION NO.
1 2 BY FALLON, BAKER, SIEGRIST, and GRUNDBERG
1 3 A Concurrent Resolution designating June 15, 1996, as
1 4 the day to celebrate the ending of slavery and to
1 5 recognize the worth and value of all people.
1 6 WHEREAS, the Emancipation Proclamation of January
1 7 1, 1863, marked the beginning of the end of slavery in
1 8 the United States; and
1 9 WHEREAS, the process of liberation continued in
1 10 many strongholds of slavery until the end of the Civil
1 11 War; and
1 12 WHEREAS, on June 19, 1865, General Granger led
1 13 Union troops into Galveston, Texas, to end one of the
1 14 last vestiges of slavery; and
1 15 WHEREAS, June 19 has come to symbolize the
1 16 emancipation of the slaves in this country and is
1 17 known as "Juneteenth"; and
1 18 WHEREAS, Juneteenth presents an opportunity to
1 19 further the cause of social, economic, and political
1 20 equality for African-Americans; and
1 21 WHEREAS, Juneteenth has become an annual holiday
1 22 where African-Americans, and all Americans, can,
1 23 through an understanding of the hardships and cruelty
1 24 imposed by enslaving people, celebrate the ending of
1 25 slavery in this country and look with hope to the
1 26 future of an American society that recognizes the
1 27 worth and value of all people; NOW THEREFORE,
1 28 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 29 SENATE CONCURRING, That the Iowa General Assembly
1 30 recognize June 15, 1996, as the day to celebrate
2 1 Juneteenth in Iowa.
2 2 BE IT FURTHER RESOLVED, That all Iowans be urged to
2 3 participate in the activities planned during the
2 4 Juneteenth celebration.
