Page 16, by inserting after line 42 the 1 12 following: 1 13 "Sec. . NEW SECTION. 260C.29 CAREER 1 14 OPPORTUNITY PROGRAM &endash; MISSION. 1 15 1. The mission of the career opportunity program 1 16 established in this section is to encourage 1 17 collaborative efforts by a community college, the 1 18 institutions under the control of the state board of 1 19 regents, and business and industry to enhance the 1 20 educational opportunities and provide for job creation 1 21 and career advancement for Iowa's minority persons by 1 22 providing assistance to minority persons who major in 1 23 fields or subject areas where minorities are currently 1 24 underrepresented or underutilized. 1 25 2. A career opportunity program is established to 1 26 be administered by the community college located in a 1 27 county with a population in excess of three hundred 1 28 thousand. The community college shall provide office 1 29 space for the efficient operation of the program. The 1 30 community college shall employ a director for the 1 31 program. The director of the program shall employ 1 32 necessary support staff. The director and staff shall 1 33 be employees of the community college. 1 34 3. The director of the program shall do the 1 35 following: 1 36 a. Direct the coordination of the program between 1 37 the community college and the institutions of higher 1 38 education under the control of the state board of 1 39 regents. 1 40 b. Propose rules to the state board of education 1 41 as necessary to implement the program. 1 42 c. Recruit minority persons into the program. 1 43 d. Enlist the assistance and cooperation of 1 44 leaders from business and industry to provide job 1 45 placement services for students who are successfully 1 46 completing the program. 1 47 e. Prepare and submit an annual report to the 1 48 governor and the general assembly by January 15. 1 49 4. To be eligible for the program, a minority 1 50 person shall be a resident of Iowa who is accepted for 2 1 admission at or attends a community college or an 2 2 institution of higher education under the control of 2 3 the state board of regents. In addition, the person 2 4 shall major in or achieve credit toward an associate 2 5 degree, a bachelor's degree, or a master's degree in a 2 6 field or subject area where minorities are 2 7 underrepresented or underutilized. 2 8 5. The amount of assistance provided to a student 2 9 under this section shall not exceed the cost of 2 10 tuition, fees, and books required for the program in 2 11 which the student is enrolled and attends. As used in 2 12 this section, "books" may include book substitutes, 2 13 including reusable workbooks, loose-leaf or bound 2 14 manuals, and computer software materials used as book 2 15 substitutes. A student who meets the qualifications 2 16 of this section shall receive assistance under this 2 17 section for not more than the equivalent of two full 2 18 years of study. 2 19 6. For purposes of this section, "minority person" 2 20 means a person who is Black, Hispanic, Asian, or a 2 21 Pacific Islander, American Indian, or an Alaskan 2 22 native American." 2 23 #3.
