  1  1    Amend the amendment, H-3498, to Senate File 266, as
  1  2 amended, passed, and reprinted by the Senate as
  1  3 follows:
  1  4    #1.  Page 16, by inserting after line 42 the
  1  5 following:
  1  6    "Sec.    .  NEW SECTION.  260C.29  CAREER
  1  7 OPPORTUNITY PROGRAM &endash; MISSION.
  1  8    1.  The mission of the career opportunity program
  1  9 established in this section is to encourage
  1 10 collaborative efforts by a community college, the
  1 11 institutions under the control of the state board of
  1 12 regents, and business and industry to enhance the
  1 13 educational opportunities and provide for job creation
  1 14 and career advancement for Iowa's minority persons by
  1 15 providing assistance to minority persons who major in
  1 16 fields or subject areas where minorities are currently
  1 17 underrepresented or underutilized.
  1 18    2.  A career opportunity program is established to
  1 19 be administered by the community college located in a
  1 20 county with a population in excess of three hundred
  1 21 thousand.  The community college shall provide office
  1 22 space for the efficient operation of the program.  The
  1 23 community college shall employ a director for the
  1 24 program.  The director of the program shall employ
  1 25 necessary support staff.  The director and staff shall
  1 26 be employees of the community college.
  1 27    3.  The director of the program shall do the
  1 28 following:
  1 29    a.  Direct the coordination of the program between
  1 30 the community college and the institutions of higher
  1 31 education under the control of the state board of
  1 32 regents.
  1 33    b.  Propose rules to the state board of education
  1 34 as necessary to implement the program.
  1 35    c.  Recruit minority persons into the program.
  1 36    d.  Enlist the assistance and cooperation of
  1 37 leaders from business and industry to provide job
  1 38 placement services for students who are successfully
  1 39 completing the program.
  1 40    e.  Prepare and submit an annual report to the
  1 41 governor and the general assembly by January 15.
  1 42    4.  To be eligible for the program, a minority
  1 43 person shall be a resident of Iowa who is accepted for
  1 44 admission at or attends a community college or an
  1 45 institution of higher education under the control of
  1 46 the state board of regents.  In addition, the person
  1 47 shall major in or achieve credit toward an associate
  1 48 degree, a bachelor's degree, or a master's degree in a
  1 49 field or subject area where minorities are
  1 50 underrepresented or underutilized.
  2  1    5.  The amount of assistance provided to a student
  2  2 under this section shall not exceed the cost of
  2  3 tuition, fees, and books required for the program in
  2  4 which the student is enrolled and attends.  As used in
  2  5 this section, "books" may include book substitutes,
  2  6 including reusable workbooks, loose-leaf or bound
  2  7 manuals, and computer software materials used as book
  2  8 substitutes.  A student who meets the qualifications
  2  9 of this section shall receive assistance under this
  2 10 section for not more than the equivalent of two full
  2 11 years of study.
  2 12    6.  For purposes of this section, "minority person"
  2 13 means a person who is Black, Hispanic, Asian, or a
  2 14 Pacific Islander, American Indian, or an Alaskan
  2 15 native American."
