1 3 #1. Page 1, by inserting after line 3 the
1 4 following:
1 5 "Section 1. NEW SECTION. 6A.15 GIVINGS.
1 6 To the extent that the state is required by a
1 7 statute, rule, executive order, or policy to pay a
1 8 person on account of any effect on the value of land
1 9 as a result of official government action, including
1 10 but not limited to, pollution control, worker
1 11 protection, or public health and safety rules, when
1 12 the public payment has not been determined to be
1 13 constitutionally required by a court, the amount of
1 14 any such payment shall be reduced in whole or in part
1 15 by the amount by which the value of the land has been
1 16 increased by any act of the state, including but not
1 17 limited to, public funding for highways, schools, and
1 18 other public facilities; deductions or credits
1 19 reducing taxes; state grant programs; or state
1 20 technical or business assistance programs."
