*Pursuant to Senate Rule 40, the Legislative Service Bureau reported nonsubstantive
changes to the members of the Appropriations Committee on Senate File 452, and they
were attached to the committee report.
EXPLANATION OF VOTES
MADAM PRESIDENT: I was necessarily absent from the Senate chamber on April 21,
2003, when the votes were taken on Senate File 386 and House Files 206, 400, 454, and
457. Had I been present, I would have voted “Yea” on all.
