16 3. The department of personnel Iowa public
17 employees' retirement system created in section 97B.1
18 shall administer the Iowa old-age and survivors'
19 insurance liquidation fund and shall also administer
20 all other provisions of this chapter.
21 Sec. ___. Section 97.52, Code 2003, is amended to
22 read as follows:
23 97.52 ADMINISTRATION AGREEMENTS.
24 The department of personnel Iowa public employees'
25 retirement system created in section 97B.1 may enter
26 into agreements whereby services performed by the
27 department system and its employees under chapters 97,
28 97B, and 97C shall be equitably apportioned among the
29 funds provided for the administration of those
30 chapters. The money spent for personnel, rentals,
31 supplies, and equipment used by the department system
32 in administering the chapters shall be equitably
33 apportioned and charged against the funds."
34 13. Page 137, by inserting after line 20 the
35 following:
36 "Sec. ___. Section 97C.2, subsection 8, Code 2003,
37 is amended to read as follows:
38 8. The term "state agency" means the department of
39 personnel Iowa public employees' retirement system
40 created in section 97B.1."
41 14. Page 177, by inserting after line 28 the
42 following:
43 "Sec. ___. STATE ADMINISTRATIVE SERVICES -
44 MISCELLANEOUS PROVISIONS.
45 1. As used in this section, unless the context
46 otherwise requires:
47 a. "Designated state service" means one of the
48 following services provided to state agencies:
49 printing, information technology, mail, human resource
50 benefits and payroll, financial accounting, property

1 management, fleet management, and purchasing services.
2 b. "Managed competition" means a process that
3 allows both state government entities and nonstate
4 government entities to submit competitive bids to
5 provide designated state services, which process takes
6 into account the true cost-accounting costs for state
7 government entities and may result in multiple
8 providers of the same designated state service. The
9 use of managed competition shall not preclude the use
10 of other entrepreneurial steps in any area.
11 2. a. The department of administrative services
12 may, pursuant to the requirements of this section,
13 determine how the designated state services of all
14 executive branch agencies, community-based corrections
