permits for public disposal systems and providing an effective date.

House File 282, by Heaton, a bill for an act eliminating the
reemployment earnings limitation under the Iowa public employees'
retirement system for a retired member reemployed as a substitute
teacher.
Read first time and referred to committee on state government.
House File 283, by Shoultz, a bill for an act relating to increasing
the tax on cigarettes and tobacco products.
Read first time and referred to committee on ways and means.
House File 284, by Rayhons and Greimann, a bill for an act
increasing the taxes on cigarettes and tobacco products.
Read first time and referred to committee on ways and means.
ADOPTION OF HOUSE RESOLUTION 18
Gipp of Winneshiek asked and received unanimous consent for the
immediate consideration of House Resolution 18, a resolution
recognizing the significant achievements of the Tuskegee Airmen
during World War II and the involvement of Iowans in those
achievements and expressing appreciation on behalf of the citizens of
this state.
Ford of Polk, Miller of Webster, Berry of Black Hawk, Myers of
Johnson and Gipp of Winneshiek read parts of the resolution and
moved its adoption.
The motion prevailed and the resolution was adopted.
SPECIAL PRESENTATION
Robert V. Morris, founder and chief executive officer of the Fort
Des Moines Memorial Park and Education Center read the names of
the Tuskegee Airman and spoke regarding the memorial.
