The House met pursuant to adjournment at 8:45 a.m., Speaker
Rants in the chair.

Prayer was offered by Reverend Ron Riley, pastor of the Christian
Church, Logan. He was the guest of Representative Paul Wilderdyke
of Harrison County. Following the prayer, Rick Powell from Logan
sang "I Pledge Allegiance to the Lamb".

The Journal of Wednesday, February 12, 2003 was approved.

INTRODUCTION OF BILLS

House Joint Resolution 3, by committee on state government, a
joint resolution proposing an amendment to the Constitution of the
State of Iowa relating to the qualification of electors.

A joint resolution proposing an amendment to the Constitution
of the State of Iowa relating to the qualification of electors.
Section 1. The following amendment to the Constitution of the
State of Iowa is proposed: Section 5 of Article II of the
Constitution of the State of Iowa is repealed and the following
adopted in lieu thereof: DISQUALIFIED PERSONS. Sec. 5.
A person adjudged mentally incompetent to vote or a person
convicted of any infamous crime shall not be entitled to the
privilege of an elector. Sec. 2. The foregoing amendment to the
Constitution of the State of Iowa is referred to the General
Assembly to be chosen at the next general election for members
of the General Assembly, and the Secretary of State is directed
to cause the same to be published for three consecutive months
previous to the date of that election as provided by law.

Read first time and placed on the calendar.

House File 190, by Foege and B. Hansen, a bill for an act relating
to mandatory universal newborn and infant hearing screening.

Read first time and referred to committee on human resources.

House File 191, by Jacobs, a bill for an act relating to Iowa
individual income tax checkoffs, providing an income tax checkoff to
fund child protection center grants, relating to the limitation on
income tax checkoffs, making an appropriation, and including
effective and applicability date provisions.

Read first time and referred to committee on ways and means.

House File 192, by Klemme, a bill for an act prohibiting a
cancellation penalty upon cancellation of a purchase agreement for
cemetery merchandise, funeral merchandise, and funeral services.
