  1  1    Amend Senate File 2298 as follows:
  1  2    #1.  Page 105, line 21, by striking the figure
  1  3 "100,135,253" and inserting the following:
  1  4 "105,736,386".
  1  5    #2.  By striking page 105, line 32, through page
  1  6 107, line 1, and inserting the following:
  1  7    "2.  Of the funds appropriated in this section,
  1  8 $1,398,403 is allocated as the state match funding for
  1  9 50 highly structured juvenile program beds.  If the
  1 10 number of beds provided for in this subsection are not
  1 11 utilized, the remaining funds allocated may be used
  1 12 for group foster care."
  1 13    #3.  Page 131, by inserting after line 11 the
  1 14 following:
  1 15    "Sec.    .  Section 232.52, subsection 2A, Code
  1 16 Supplement 2003, is amended by striking the
  1 17 subsection.
  1 18    Sec.    .  Section 232.102, subsection 1A, Code
  1 19 Supplement 2003, is amended by striking the
  1 20 subsection.
  1 21    Sec.    .  Section 232.117, subsection 4, Code
  1 22 Supplement 2003, is amended by striking the
  1 23 subsection.
  1 24    Sec.    .  Section 232.127, subsection 8, Code
  1 25 Supplement 2003, is amended by striking the
  1 26 subsection.
  1 27    Sec.    .  Section 232.188, subsection 4, Code
  1 28 Supplement 2003, is amended to read as follows:
  1 29    4.  In a decategorization agreement, the department
  1 30 and the county's or group of counties'
  1 31 decategorization governance board shall agree on all
  1 32 of the following items:  the governance relationship
  1 33 between the department and the decategorization
  1 34 governance board; the respective areas of autonomy of
  1 35 the department and the board; the budgeting structure
  1 36 for the decategorization; and a method for resolving
  1 37 disputes between the department and the board.  The
  1 38 decategorization agreement shall require the
  1 39 department and the decategorization governance board
  1 40 to agree upon a budget within sixty days of the date
  1 41 by which the regional group foster care budget targets
  1 42 are determined under section 232.143 for on or before
  1 43 August 31 of the fiscal year to which the budget
  1 44 applies.  The budget may later be modified to reflect
  1 45 new or changed circumstances.
  1 46    Sec.    .  Section 234.35, subsection 1, paragraph
  1 47 e, Code Supplement 2003, is amended to read as
  1 48 follows:
  1 49    e.  When a court has entered an order transferring
  1 50 the legal custody of the child to a foster care
  2  1 placement pursuant to section 232.52, subsection 2,
  2  2 paragraph "d", or section 232.102, subsection 1.
  2  3 However, payment for a group foster care placement
  2  4 shall be limited to those placements which conform to
  2  5 a regional group foster care plan established pursuant
  2  6 to section 232.143."
  2  7    #4.  Page 135, by inserting after line 28 the
  2  8 following:
  2  9    "Sec.    .  Section 232.143, Code Supplement 2003,
  2 10 is repealed."
  2 11    #5.  By striking page 135, line 32, through page
  2 12 136, line 5.
  2 13    #6.  By renumbering as necessary.
