  1  1    Amend Senate File 2298 as follows:
  1  2    #1.  Page 48, by striking line 23 and inserting the
  1  3 following:  
  1  4 "................................................. $  47,363,894
  1  5       .  JOBS FOR AMERICA'S GRADUATES
  1  6    For school districts to provide direct services to
  1  7 the most at-risk senior high school students enrolled
  1  8 in school districts through direct intervention by a
  1  9 "jobs for America's graduates" specialist:  
  1 10 .................................................. $    400,000
  1 11       .  EARLY CHILDHOOD PROGRAMS
  1 12    For purposes of early childhood programs, including
  1 13 but not limited to the early childhood programs grants
  1 14 and the school ready children grant program
  1 15 established pursuant to chapter 28, and the shared
  1 16 vision program administered by the child development
  1 17 coordinating council in accordance with chapter 256A:  
  1 18 .................................................. $  1,500,000
  1 19       .  PROFESSIONAL DEVELOPMENT
  1 20    For professional development of teachers and
  1 21 improvement of student achievement:  
  1 22 .................................................. $ 10,000,000
  1 23    Funds appropriated in this subsection shall be
  1 24 distributed as follows:
  1 25    a.  The amount of $555,000 shall be used to
  1 26 implement the highest priority recommendations of the
  1 27 achievement gap task force.  Priority shall be given
  1 28 to the recommendations that are research-based and
  1 29 have the highest probability of improving student
  1 30 achievement.
  1 31    b.  The amount of $250,000 shall be allocated for
  1 32 costs of providing textbooks, supplies, or services to
  1 33 each resident pupil who attends a nonpublic school.
  1 34 The funding shall not exceed the comparable services
  1 35 offered to resident public school pupils.
  1 36    c.  Funds remaining after distribution as provided
  1 37 in paragraphs "a" and "b" shall be distributed for
  1 38 professional development purposes in accordance with
  1 39 the formula specified in section 284.13, subsection 1,
  1 40 paragraph "f", to each school district that applies to
  1 41 the department and provides a total general fund
  1 42 budget demonstrating that the district intends to
  1 43 increase the proportion of its total expenditures for
  1 44 instruction compared to the proportion expended in the
  1 45 prior year.  Increased proportionate expenditures, not
  1 46 including funds received under this lettered
  1 47 paragraph, must be achieved through proportionate
  1 48 decreases in administration and administrative
  1 49 services as defined by the department.
  1 50    d.  A school district shall expend the funds
  2  1 received as provided in paragraph "c" for the
  2  2 following purposes:
  2  3    (1)  Compensating staff for professional
  2  4 development time that occurs outside of the regular
  2  5 contract.
  2  6    (2)  Substitute teacher costs that provide training
  2  7 or development time for teachers.
  2  8    (3)  Costs for trainers or providers of
  2  9 professional development.
  2 10    (4)  Professional development supplies and
  2 11 materials, including software or courseware.  However,
  2 12 not more than ten percent of the funds received by a
  2 13 school district under paragraph "c" may be used for
  2 14 professional development supplies and materials."
