  MADAM PRESIDENT:  I was necessarily absent from the Senate chamber on April

  and 511, and House Files 225, 272, 293, 353, 400, 451, 462, 481, 560, 566,
  and 624.
  Had I been present, I would have voted "Aye" on all.
