Hatch of Polk rose on a point of order regarding the correctional
impact of the bill.

The Speaker ruled the point not well taken and that the bill did
not require a correctional impact note.

MOTION TO SUSPEND RULE 31.8 LOST

Grundberg of Polk asked unanimous consent to suspend Rule 31.8,
relating to the timely filing of amendments, for the immediate
consideration of amendment H-1204 filed by her from the floor as
follows:

H-1204

1 Amend House File 341 as follows:
2 1. By striking page 1, line 3, through page 5,
3 line 17, and inserting the following:
4 ""Medical Procedure Waiting Period Act".
5 Sec. 2. NEW SECTION. 146A.2 MEDICAL PROCEDURES
6 - WAITING PERIOD.
7 Except in the case of a medical emergency, a
8 medical procedure shall not be performed on an
9 individual in this state unless the individual
10 consents to the procedure at least twenty-four hours
11 prior to the performance of the procedure."
12 2. Title page, lines 1 and 2, by striking the
13 words "an abortion and providing a criminal penalty,
14 and providing an effective date" and inserting the
15 following: "a medical procedure".

Objection was raised.

Metcalf of Polk offered the following amendment H-1189 filed by
her and moved its adoption:

H-1189

1 Amend House File 341 as follows:
2 1. Page 1, line 18, by inserting after the word
3 "abortion" the following: "to avert the endangerment
4 of the woman's health or".
5 2. Page 4, line 19, by inserting after the word
6 "necessary" the following: "to avert the endangerment
7 of the woman's health or".

A non-record roll call was requested.
