On motion by Carroll of Poweshiek the resolution, as amended,
was adopted.
EXPLANATION OF VOTE
I was necessarily absent from the House chamber on February 8,
2001. Had I been present, I would have voted "aye" on Senate File
63.

on February 12, 2001, he approved and transmitted to the Secretary

House File 191, an act providing for the establishment of the state percent of
growth for purposes of the state school foundation program and providing an
