PAG LIN 1 1 Section 1. NEW SECTION. 47.9 STATE ELECTION 1 2 ADMINISTRATOR TRAINING PROGRAM AND CERTIFICATION BOARD 1 3 ESTABLISHED FUNDING. 1 4 1. A state election administrator training program is 1 5 established to provide education to county commissioners of 1 6 elections and state and county election staff members in order 1 7 to assure accuracy, consistency, and professionalism in 1 8 election practices throughout the state. The state 1 9 commissioner of elections shall provide the training under the 1 10 program. 1 11 2. a. The training program shall be governed by an 1 12 election training certification board that shall establish the 1 13 curriculum for the program. An election administrator shall 1 14 be certified upon successful completion of the training 1 15 program. The certification board shall also establish a 1 16 program of continuing education for election administrators to 1 17 maintain certification. 1 18 b. The certification board shall consist of the following 1 19 members: 1 20 (1) Four county auditors appointed by the president of the 1 21 Iowa state association of county auditors. 1 22 (2) Two county supervisors appointed by the president of 1 23 the Iowa state association of county supervisors. 1 24 (3) Two members appointed by the state commissioner of 1 25 elections. 1 26 (4) One member appointed by the chairperson of a political 1 27 party, as defined in section 43.2, not represented in 1 28 subparagraph (1) or (2). 1 29 Members appointed pursuant to subparagraphs (1) and (2) 1 30 shall be balanced between the two political parties whose 1 31 candidates for president of the United States or for governor, 1 32 as the case may be, received the largest and next largest 1 33 number of votes at the preceding general election. The term 1 34 of appointment to the board is two years. A vacancy on the 1 35 board shall be filled for the unexpired portion of the term in 2 1 the same manner as the original appointment. 2 2 c. The election training certification board shall adopt 2 3 rules, pursuant to chapter 17A, to administer this section. 2 4 3. Implementation of the state election administrator 2 5 training program is subject to appropriation by the general 2 6 assembly to support the program. 2 7 EXPLANATION 2 8 This bill establishes the state election administrator 2 9 training program to educate election commissioners and their 2 10 staff. The bill creates an election training certification 2 11 board that will establish the curriculum for the training 2 12 program and for a continuing education program after 2 13 certification. Board members are county auditors and county 2 14 supervisors, which appointments shall be balanced between the 2 15 two major political parties in Iowa; representatives of the 2 16 secretary of state's office; and a representative of any other 2 17 political party, as determined by Iowa law, not already 2 18 represented on the board. Board terms are for two years and 2 19 vacancies are filled in the same manner as the original 2 20 appointment. The bill gives the board authority to adopt 2 21 rules to administer the training program. 2 22 The bill provides that implementation of the program is 2 23 subject to appropriation by the general assembly to support 2 24 the training program. 2 25 LSB 5311DP 79 2 26 sc/pj/5
