  1  1    Section 1.  Section 154.1, unnumbered paragraph 3, Code
  1  2 2001, is amended to read as follows:
  1  3    Therapeutically certified optometrists may employ the
  1  4 following pharmaceuticals:  topical pharmaceutical agents,
  1  5 oral antimicrobial agents, oral antihistamines, oral
  1  6 antiglaucoma agents, all diagnostic and therapeutic
  1  7 pharmaceutical agents for the purpose of diagnosis and
  1  8 treatment of conditions of the human eye and adnexa, excluding
  1  9 the use of intraglobal, retrobulbar, subtenon,
  1 10 subconjunctival, and intravenous injections, and
  1 11 notwithstanding section 147.107, may without charge supply any
  1 12 of the above listed pharmaceuticals to commence a course of
  1 13 therapy.  Prior to administering dianostic or therapeutic
  1 14 pharmaceutical agents by injection, therapeutically certified
  1 15 optometrists shall complete additional didactic and clinical
  1 16 training in the administration of pharmaceutical agents by
  1 17 injection in a course approved by the board of optometry
  1 18 examiners.  Superficial foreign bodies may be removed from the
  1 19 human eye and adnexa.  These The therapeutic efforts of a
  1 20 therapeutically certified optometrist are intended for the
  1 21 purpose of examination, diagnosis, and treatment of visual
  1 22 defects, abnormal conditions and diseases of the human eye and
  1 23 adnexa, for proper optometric practice or referral for
  1 24 consultation or treatment to persons licensed under chapter
  1 25 148 or 150A.  A therapeutically certified optometrist is an
  1 26 optometrist who is licensed to practice optometry in this
  1 27 state and who is certified by the board of optometry examiners
  1 28 to use the agents and procedures listed in authorized pursuant
  1 29 to this paragraph.  A therapeutically certified optometrist
  1 30 shall be provided with a distinctive certificate by the board
  1 31 which shall be displayed for viewing by the patients of the
  1 32 optometrist.  
  1 33                           EXPLANATION 
  1 34    This bill relates to the qualifications and authorization
  1 35 of therapeutically certified optometrists engaged in the
  2  1 practice of optometry.  The bill provides that a
  2  2 therapeutically certified optometrist may employ all
  2  3 diagnostic and therapeutic agents for the purpose of the
  2  4 diagnosis and treatment of conditions of the human eye and
  2  5 adnexa, with specified exceptions.  The bill provides that
  2  6 prior to utilizing diagnostic or therapeutic agents in an
  2  7 injectible form, therapeutically certified optometrists shall
  2  8 complete additional didactic and clinical training in the
  2  9 administration of medications by injection in a course
  2 10 approved by the board of optometry examiners.  These
  2 11 provisions replace a current list in Code section 154.1 of
  2 12 pharmaceuticals which may be employed by a therapeutically
  2 13 certified optometrist in therapeutic efforts.
