  1  1    Section 1.  Section 260A.1, subsection 1, Code 2001, is
  1  2 amended to read as follows:
  1  3    1.  Notwithstanding section 8.57, subsection 5, paragraph
  1  4 "c", there is appropriated from the rebuild Iowa
  1  5 infrastructure fund created in section 8.57, to the department
  1  6 of education for each fiscal year of the fiscal period
  1  7 beginning July 1, 1997, and ending June 30, 2001 2004, the sum
  1  8 of three million dollars for the community college vocational-
  1  9 technical technology improvement program.
  1 10    Sec. 2.  Section 260A.2, Code 2001, is amended to read as
  1 11 follows:
  1 12    260A.2  COMMUNITY COLLEGE VOCATIONAL-TECHNICAL TECHNOLOGY
  1 13 IMPROVEMENT PLANS.
  1 14    Prior to receiving moneys under this chapter, the board of
  1 15 directors of a community college shall adopt a technology plan
  1 16 that supports community college vocational-technical
  1 17 technology improvement efforts, authorizes a needs assessment
  1 18 of business and industry in the district, and includes an
  1 19 evaluation component, and shall provide to the department of
  1 20 education adequate assurance that funds received under this
  1 21 chapter will be used in accordance with the technology plan.
  1 22 The plan shall be developed by licensed professional staff of
  1 23 the community college, including both faculty members and
  1 24 school administrators, the private sector, trade and
  1 25 professional organizations, and other interested parties, and
  1 26 shall, at a minimum, focus on the attainment of the
  1 27 vocational-technical skills and achievement goals of the
  1 28 student.  The plan shall consider the community college's
  1 29 interconnectivity with the Iowa communications network, and
  1 30 shall demonstrate how, over a four-year period, the board will
  1 31 utilize technology to improve vocational-technical student
  1 32 achievement.  The technology plan shall be kept on file at the
  1 33 community college.  Progress made under the plan shall be
  1 34 reported annually to the department of education in a manner
  1 35 prescribed by the department of education.
  2  1    Sec. 3.  Section 260A.4, Code 2001, is amended to read as
  2  2 follows:
  2  3    260A.4  FUTURE REPEAL.
  2  4    This chapter is repealed effective July 1, 2001 2004.  
  2  5                           EXPLANATION
  2  6    This bill provides for the continuation of the community
  2  7 college vocational-technical technology improvement program
  2  8 established in Code chapter 260A.  The bill provides that the
  2  9 chapter's previous repeal date of July 1, 2001, shall be
  2 10 extended until July 1, 2004.  The bill provides that the
  2 11 annual appropriation of $3 million from the rebuild Iowa
  2 12 infrastructure fund to the department of education to fund the
  2 13 community college vocational-technical technology improvement
  2 14 program shall continue through the fiscal year beginning July
  2 15 1, 2003, and ending June 30, 2004.  The bill deletes a
  2 16 reference to a four-year duration with regard to the community
  2 17 college vocational-technical technology improvement plan
  2 18 provided for in Code section 260A.2.
