PAG LIN 1 1 SENATE RESOLUTION NO. ____ 1 2 BY COMMITTEE ON SMALL BUSINESS, ECONOMIC 1 3 DEVELOPMENT AND TOURISM 1 4 (SUCCESSOR TO SSB 3159) 1 5 A Resolution identifying issues to be addressed in 1 6 order to stimulate and strengthen Iowa's economy. 1 7 WHEREAS, the State of Iowa is experiencing an 1 8 economic decline that is not solely related to the 1 9 recession but rather to current economic trends; and 1 10 WHEREAS, meetings were held across the state in an 1 11 effort to allow Iowa's local businesses, employers, 1 12 and community leaders to be heard and to provide input 1 13 regarding growing Iowa's economy; and 1 14 WHEREAS, based on input received at the meetings 1 15 and an evaluation of past governmental studies, issues 1 16 have been identified which are necessary to address in 1 17 order to stimulate and strengthen Iowa's economy; NOW 1 18 THEREFORE, 1 19 BE IT RESOLVED BY THE SENATE, That regulatory 1 20 reform should take place which focuses on the 1 21 practicality of current regulations, business-friendly 1 22 assistance in correcting administrative citations, 1 23 timely approval of applications, and trained 1 24 inspectors that execute multiple duties. 1 25 BE IT FURTHER RESOLVED, That Iowa should adopt a 1 26 competitive tax policy, which policy is administered 1 27 fairly and equitably. 1 28 BE IT FURTHER RESOLVED, That policies should be 1 29 enacted which are designed to retain and attract 1 30 persons with skills through tax policies which 2 1 encourage entrepreneurship, lifelong learning, and 2 2 community partnerships, and through advertising Iowa 2 3 with an emphasis on the affordability of homes, safe 2 4 communities, good schools, and recreational 2 5 opportunities. 2 6 BE IT FURTHER RESOLVED, That a world-class 2 7 educational system should be encouraged by introducing 2 8 rigor and accountability into the system and preparing 2 9 students academically to compete in the world economy. 2 10 BE IT FURTHER RESOLVED, That leadership at state 2 11 and local levels should be cultivated in an effort to 2 12 promote the private sector and strengthen Iowa's 2 13 economy, rather than encouraging any growth in 2 14 government. 2 15 BE IT FURTHER RESOLVED, That government should be 2 16 streamlined by moving government functions out of Des 2 17 Moines and into other areas of the state, encouraging 2 18 more private-sector ideas and initiatives, promoting a 2 19 one-stop shopping approach to providing services by 2 20 state agencies, and by simplifying and aligning 2 21 programs in each state agency to efficiently provide 2 22 the most necessary government services. 2 23 BE IT FURTHER RESOLVED, That a growth and 2 24 entrepreneurial climate should be developed in all 2 25 branches of government by promoting sensitivity 2 26 training for government workers who work with 2 27 applicants, promoting a case management approach when 2 28 working with businesses and individuals, and promoting 2 29 Iowa as a right-to-work state. 2 30 BE IT FURTHER RESOLVED, That accountability and 3 1 sound financial practices should be practiced 3 2 throughout government, including a decrease in the 3 3 number of multiyear spending decisions. 3 4 BE IT FURTHER RESOLVED, That family and family- 3 5 friendly policies should be promoted by all government 3 6 programs. 3 7 BE IT FURTHER RESOLVED, That the agricultural 3 8 sector of the economy should be expanded by market- 3 9 realistic value-added agriculture through advertising 3 10 Iowa as the food capital of the world and promoting 3 11 fuel cells and alternative energy fuels. 3 12 BE IT FURTHER RESOLVED, That the issues identified 3 13 in this Resolution should be addressed fully and 3 14 immediately by the Seventy-ninth General Assembly and 3 15 during the Eightieth General Assembly. 3 16 LSB 6824SV 79 3 17 tm/cls/14
