  1  3                       A JOINT RESOLUTION
  1  4 AUTHORIZING THE TEMPORARY USE AND CONSUMPTION OF WINE IN THE
  1  5    STATE CAPITOL IN CONJUNCTION WITH THE AWARDS CEREMONY OF
  1  6    THE WORLD FOOD PRIZE FOUNDATION.
  1  7 
  1  8    WHEREAS, the State of Iowa has the honor of being the home
  1  9 of the World Food Prize Foundation which annually presents an
  1 10 international award recognizing outstanding individual
  1 11 achievement in improving the quality, quantity, or
  1 12 availability of food in the world; and
  1 13    WHEREAS, Iowa's unique State Capitol is an optimal location
  1 14 for this awards ceremony of the World Food Prize Foundation
  1 15 and was the location of the ceremony in October 2000; and
  1 16    WHEREAS, wine is customarily served as an accompaniment to
  1 17 the food and entertainment provided at this type of awards
  1 18 ceremony and wine was served at this ceremony in October 2000;
  1 19 and
  1 20    WHEREAS, under 401 IAC 1.6(6), which prohibits the
  1 21 consumption of alcoholic beverages on the capitol complex, it
  1 22 is not possible to serve wine at this type of awards ceremony
  1 23 in the State Capitol; NOW THEREFORE,
  1 24  
  1 25 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1 27    Section 1.  Notwithstanding 401 IAC 1.6(6) and any contrary
  1 28 provisions of chapter 123, prohibiting the use and consumption
  1 29 of alcoholic beverages in public places, wine may be used and
  1 30 consumed within the State Capitol at an awards ceremony, to be
  1 31 held on or around October 18, 2001, hosted and organized in
  1 32 whole or in part by the World Food Prize Foundation if the
  1 33 person providing the food and wine at the awards ceremony
  1 34 possesses an appropriate valid liquor control license.  For
  1 35 the purpose of this section and section 123.95, the State
  2  1 Capitol is a private place.
