  1  4 AUTHORIZING THE TEMPORARY USE AND CONSUMPTION OF WINE IN THE
  1  5    STATE CAPITOL AT A DINNER HELD IN CONJUNCTION WITH A
  1  6    NATIONAL EDUCATIONAL PROGRAM RELATING TO FOOD SAFETY
  1  7    AND GENETIC ENGINEERING ORGANIZED BY THE STATE LEGISLATIVE
  1  8    LEADERS FOUNDATION AND IOWA STATE UNIVERSITY.
  1  9 
  1 10    WHEREAS, the State of Iowa has the honor of hosting a
  1 11 meeting of the State Legislative Leaders Foundation, a
  1 12 nonpartisan national organization representing the nation's
  1 13 legislative leaders; and
  1 14    WHEREAS, the meeting will bring together legislative
  1 15 leaders, including senate presidents, house speakers, senate
  1 16 presidents pro tempore, house speakers pro tempore, majority
  1 17 leaders, and minority leaders from throughout the United
  1 18 States, and many of the world's foremost experts on food
  1 19 safety and genetic engineering, including representatives from
  1 20 the United States Food and Drug Administration, the United
  1 21 Nations Food and Agricultural Organization, and leading
  1 22 corporations engaged in genetic engineering and food products;
  1 23 and
  1 24    WHEREAS, Iowa's unique State Capitol is an optimal location
  1 25 for a dinner held in conjunction with this prestigious
  1 26 meeting; and
  1 27    WHEREAS, wine is customarily served as an accompaniment to
  1 28 the food and entertainment provided at this type of dinner;
  1 29 and
  1 30    WHEREAS, under 401 IAC 1.6(6), which prohibits the
  1 31 consumption of alcoholic beverages on the capitol complex, it
  1 32 is not possible to serve wine in the State Capitol at this
  1 33 type of dinner; NOW THEREFORE,
  1 34  
  1 35 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  2  2    Section 1.  Notwithstanding 401 IAC 1.6(6) and any contrary
  2  3 provisions of chapter 123, prohibiting the use and consumption
  2  4 of alcoholic beverages in public places, wine may be used and
  2  5 consumed within the State Capitol at a dinner, to be held on
  2  6 or around Friday, June 22, 2001, hosted and organized in whole
  2  7 or in part by the State Legislative Leaders Foundation and
  2  8 Iowa State University, if the person providing the food and
  2  9 wine at the dinner possesses an appropriate valid liquor
  2 10 control license.  For the purpose of this section and section
  2 11 123.95, the State Capitol is a private place.
