  1  1    Section 1.  Section 48A.11, Code 2001, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  6.  A person who has been designated to
  1  4 have power of attorney by a registrant does not have authority
  1  5 to sign a voter registration form, except as otherwise
  1  6 provided in section 4.1, subsection 39.  
  1  7                           EXPLANATION
  1  8    This bill prohibits a person designated to have power of
  1  9 attorney to sign a voter registration form on behalf of a
  1 10 registrant except in those cases where the registrant has a
  1 11 disability and the person signs at the request of, and in the
  1 12 presence of, the registrant.
