  1  1    Amend House File 2248, as passed by the House, as
  1  2 follows:
  1  3    #1.  Page 1, by inserting after line 10 the
  1  4 following:
  1  5    "Sec.    .  Section 256.18, Code 2001, is amended
  1  6 to read as follows:
  1  7    256.18  CHARACTER EDUCATION POLICY – PILOT
  1  8 PROGRAM.
  1  9    1.  It is the policy of the general assembly that
  1 10 Iowa's schools be the best and safest possible.  To
  1 11 that end, each school is encouraged to instill the
  1 12 highest character and academic excellence in each
  1 13 student, in close cooperation with the student's
  1 14 parents, and with input from the community and
  1 15 educators.
  1 16    Schools should make every effort, formally and
  1 17 informally, to stress character qualities that will
  1 18 maintain a safe and orderly learning environment, and
  1 19 that will ultimately equip students to be model
  1 20 citizens.  These qualities may include but are not
  1 21 limited to honesty; responsibility; respect and care
  1 22 for the person and property of others; self-
  1 23 discipline; understanding of, respect for, and
  1 24 obedience to law and citizenship; courage, initiative,
  1 25 commitment, and perseverance; kindness, compassion,
  1 26 service, and loyalty; fairness, moderation, and
  1 27 patience; and the dignity and necessity of hard work
  1 28 caring, civic virtue and citizenship, justice and
  1 29 fairness, respect, responsibility, trustworthiness,
  1 30 giving, and any other qualities deemed appropriate by
  1 31 a school.
  1 32    2.  The department of education shall assist
  1 33 schools in accessing financial and curricular
  1 34 resources to implement programs stressing these
  1 35 character qualities.  Schools are encouraged to use
  1 36 their existing resources to implement programs
  1 37 stressing these qualities.  Whenever possible, the
  1 38 department shall develop partnerships with schools,
  1 39 nonprofit organizations, or an institution of higher
  1 40 education, or with a consortium of two or more of
  1 41 those entities, to design and implement character
  1 42 education programs that may be integrated into
  1 43 classroom instruction and may be carried out with
  1 44 other educational reforms.
  1 45    2.  The department of education shall establish a
  1 46 character education pilot program to evaluate methods
  1 47 for incorporating positive character qualities into
  1 48 all levels of the existing educational program.
  1 49 Schools involved in the pilot program may use phase
  1 50 III funds in the establishment of the program.
  2  1    3.  The department of education shall report to the
  2  2 state board and to the general assembly regarding the
  2  3 success of any pilot programs prior to the completion
  2  4 of the third year of a program.
  2  5    Sec.    .  NEW SECTION.  279.60  DISPLAY OF UNITED
  2  6 STATES FLAG IN CLASSROOMS.
  2  7    In addition to the requirements of section 280.5,
  2  8 the board of directors of each school district shall
  2  9 cause an American-made United States flag in good
  2 10 condition to be displayed during school hours in each
  2 11 public school classroom in the district.
  2 12    Sec.    .  NEW SECTION.  280.6A  OBSERVANCE –
  2 13 MOMENT OF SILENCE.
  2 14    The board of directors of a school district may
  2 15 establish a daily observance of one minute of silence
  2 16 in each classroom.  A teacher employed by a school
  2 17 district may also establish a daily observance of one
  2 18 minute of silence in the teacher's classroom.  During
  2 19 any daily observance of the one-minute period of
  2 20 silence, each teacher responsible for a classroom
  2 21 shall ensure that students remain attentive so that
  2 22 each student may reflect or engage in any silent
  2 23 activity that does not interfere with other students
  2 24 in their exercise of their choice."
  2 25    #2.  Title page, by striking line 1 and inserting
  2 26 the following:  "An Act relating to patriotic and
  2 27 educational activities in schools, government
  2 28 meetings, and courtrooms."
