1 1 Amend the amendment, S-3519, to House File 719, as
1 2 amended, passed, and reprinted by the House, as
1 3 follows:
1 4 #1. Page 1, by striking lines 14 through 48, and
1 5 inserting the following:
1 6 "# . By striking page 3, line 31, through page
1 7 6, line 15, and inserting the following:
1 8 "Sec. 5. POOLED TECHNOLOGY ACCOUNT.
1 9 1. There is appropriated from the rebuild Iowa
1 10 infrastructure fund to the information technology
1 11 department for the fiscal year beginning July 1, 2001,
1 12 and ending June 30, 2002, the following amount, or so
1 13 much thereof as is necessary, to be used for the
1 14 purpose designated:
1 15 For deposit into the pooled technology account
1 16 established in the office of the treasurer of state
1 17 under the control of the information technology
1 18 department to be used for the purpose of supporting
1 19 various technology programs and improvements:
1 20 .................................................. $ 18,000,000
1 21 2. The first allocation of moneys in the pooled
1 22 technology account shall be an allocation of
1 23 $1,500,000 to the department of education for purposes
1 24 of making technology available to students of
1 25 accredited nonpublic schools in accordance with
1 26 section 11 of this Act.
1 27 3. Of the funds appropriated in this section, the
1 28 treasurer of state, with the approval of the director
1 29 of the department of management, is authorized to
1 30 enter into lease-purchase arrangements under section
1 31 12.28 for an enterprise resource planning system in an
1 32 amount, excluding finance costs, not greater than
1 33 $37,300,000; a conversion of the Iowa communications
1 34 network to asynchronous transfer mode technology in an
1 35 amount, excluding finance costs, not greater than
1 36 $10,500,000; and a conversion of transmission
1 37 facilities for digital television for Iowa public
1 38 television, in an amount, excluding finance costs, not
1 39 greater than $23,500,000.
1 40 As required under section 12.28, subsection 6, the
1 41 general assembly authorizes the treasurer of state to
1 42 enter into lease-purchase arrangements of greater than
1 43 $1,000,000 for each project. Annual payments for the
1 44 lease-purchase agreements shall be appropriated from
1 45 the pooled technology account. Gifts, grants, fees,
1 46 and other payments associated with these projects may
1 47 be deposited in the pooled technology account to be
1 48 applied to the annual payments for the lease-purchase
1 49 agreements.
1 50 4. A department or agency receiving pooled
2 1 technology account funds shall consult with the
2 2 information technology department regarding any
2 3 technology purchase, lease, or contract, prior to
2 4 making a purchase or entering into a lease or
2 5 contract.""
