  1 35    #10.  Page 6, line 9, by inserting after the word
  1 36 "account." the following:  "Of the funds appropriated
  1 37 to the pooled technology account pursuant to this
  1 38 subsection which remain after the deposit to the
  1 39 general fund of the state specified in unnumbered
  1 40 paragraph 2, $624,000 shall be allocated to the
  1 41 information technology department.  Of this amount,
  1 42 $564,000 shall be utilized for lease-purchase costs
  1 43 related to the justice data warehouse technology
  1 44 project, and $60,000 shall be transferred to the
  1 45 division of criminal and juvenile justice planning of
  1 46 the department of human rights for 1.00 FTE to provide
  1 47 support for the justice data warehouse technology
  1 48 project."
  1 49    #11.  Page 6, by inserting after line 33 the
  1 50 following:
  2  1    "Sec.    .  Section 14B.105, subsection 2,
  2  2 paragraph f, Code 2001, is amended to read as follows:
  2  3    f.  Review the recommendations of the IowAccess
  2  4 advisory council regarding rates to be charged for
  2  5 access to and for value-added services performed
  2  6 through IowAccess, and make recommendations to the
  2  7 general assembly regarding such rates.  A rate shall
  2  8 not be approved or charged unless approved by act of
  2  9 the general assembly.  The information technology
  2 10 council shall report the establishment of a new rate
  2 11 or change in the level of an existing rate to the
  2 12 department of management, and the department of
  2 13 management shall notify the legislative fiscal bureau
  2 14 regarding the rate establishment or change."
  2 15    #12.  Page 7, line 6, by inserting after the word
  2 16 "locations." the following:  "All revenue derived from
  2 17 a pilot project implemented pursuant to this
  2 18 subsection shall be deposited into the pooled
  2 19 technology account."
  2 20    #13.  Page 7, by inserting after line 6 the
  2 21 following:
  2 22    "Sec.    .  Section 260A.1, subsection 1, Code
  2 23 2001, is amended by striking the subsection and
  2 24 inserting in lieu thereof the following:
  2 25    1.  Appropriations from the pooled technology
  2 26 account may be used for the purposes authorized in the
  2 27 community college vocational-technical technology
  2 28 improvement program.
  2 29    Sec.    .  Section 260A.2, Code 2001, is amended to
  2 30 read as follows:
  2 31    260A.2  COMMUNITY COLLEGE VOCATIONAL-TECHNICAL
  2 32 TECHNOLOGY IMPROVEMENT PLANS.
  2 33    Prior to receiving moneys under this chapter, the
  2 34 board of directors of a community college shall adopt
  2 35 a technology plan that supports community college
  2 36 vocational-technical technology improvement efforts,
  2 37 authorizes a needs assessment of business and industry
  2 38 in the district, and includes an evaluation component,
  2 39 and shall provide to the department of education
  2 40 adequate assurance that funds received under this
  2 41 chapter will be used in accordance with the technology
  2 42 plan.  The plan shall be developed by licensed
  2 43 professional staff of the community college, including
  2 44 both faculty members and school administrators, the
  2 45 private sector, trade and professional organizations,
  2 46 and other interested parties, and shall, at a minimum,
  2 47 focus on the attainment of the vocational-technical
  2 48 skills and achievement goals of the student.  The plan
  2 49 shall consider the community college's
  2 50 interconnectivity with the Iowa communications
  3  1 network, and shall demonstrate how, over a four-year
  3  2 period, the board will utilize technology to improve
  3  3 vocational-technical student achievement.  The
  3  4 technology plan shall be kept on file at the community
  3  5 college.  Progress made under the plan shall be
  3  6 reported annually to the department of education in a
  3  7 manner prescribed by the department of education."

  3 29 schools, area education agencies, institutions of
  3 30 higher learning, the public broadcasting division of
  3 31 the department of education, the department of
  3 32 education, the Iowa communications network, the
  3 33 information technology department, and military and
  3 34 private sector institutions or agencies."
