  1  1    Amend the amendment S-3221 to House File 324, as
  1  2 amended, passed, and reprinted by the House, as
  1  3 follows:
  1  4    #1.  Page 1, by inserting before line 3 the
  1  5 following:
  1  6    "#   .  Page 2, line 19, by striking the words
  1  7 "improvement, or repair or maintenance" and inserting
  1  8 the following:  "or improvement".
  1  9    #   .  Page 3, line 3, by striking the words
  1 10 "improvement, or repair or maintenance" and inserting
  1 11 the following:  "or improvement".
  1 12    #   .  By striking page 4, line 35, through page 5,
  1 13 line 15, and inserting the following:  "reject any or
  1 14 all bids, or.  The agency may readvertise and relet
  1 15 the project without conducting an additional public
  1 16 hearing if no substantial changes are made to the
  1 17 project's plans or specifications.  The agency may let
  1 18 by private contract or build by day labor, at a cost
  1 19 not in excess of the lowest bid received.""
  1 20    #2.  Page 1, by inserting after line 3 the
  1 21 following:
  1 22    "#   .  Page 7, line 6, by inserting after the word
  1 23 "USE" the following:  "-RULES".
  1 24    #   .  Page 7, line 10, by striking the words

  1 33    "   .  The rules promulgated by the department
  1 34 pursuant to section 314.1A shall be in draft form
  1 35 prior to December 31, 2001, and shall specifically
  1 36 define the terms "construction", "reconstruction",
  1 37 "improvement", and "repair or maintenance" as such
  1 38 terms relate to highway, bridge, and culvert
  1 39 projects."
