  1  1    Amend Senate File 374 as follows:
  1  2    #1.  By striking everything after the enacting
  1  3 clause and inserting the following:
  1  4    "Section 1.  Section 154.1, unnumbered paragraph 3,
  1  5 Code 2001, is amended to read as follows:
  1  6    Therapeutically certified optometrists may employ
  1  7 the following pharmaceuticals:  topical pharmaceutical
  1  8 agents, oral antimicrobial agents, oral
  1  9 antihistamines, oral antiglaucoma agents, and oral
  1 10 analgesic agents, and notwithstanding.
  1 11 Therapeutically certified optometrists may administer
  1 12 benedryl, epinephrine, or other medication through
  1 13 injection as appropriate to counteract anaphylaxis or
  1 14 anaphylactic reactions upon demonstration by the
  1 15 therapeutically certified optometrist to the board of
  1 16 optometry examiners of satisfactory didactic and
  1 17 clinical training for such administration consistent
  1 18 with rules established by the board.  Therapeutically
  1 19 certified optometrists may employ diagnostic and
  1 20 therapeutic pharmaceutical agents not specified in
  1 21 this paragraph when authorized by rule of the board of
  1 22 optometry examiners adopted following consultation
  1 23 with and agreement of the board of medical examiners
  1 24 and the board of pharmacy examiners, which rules shall
  1 25 also specify additional didactic and clinical
  1 26 training, if any, which the therapeutically certified
  1 27 optometrist must demonstrate to the board prior to use
  1 28 of the newly specified pharmaceutical agent or agents.
  1 29 Notwithstanding section 147.107, a therapeutically
  1 30 certified optometrist may without charge supply any of
  1 31 the above listed pharmaceuticals to commence a course
  1 32 of therapy.  Superficial foreign bodies may be removed
  1 33 from the human eye and adnexa.  These therapeutic
  1 34 efforts The pharmaceutical agents authorized for use
  1 35 under this paragraph are intended for the purpose of
  1 36 examination, diagnosis, and treatment of visual
  1 37 defects, abnormal conditions and diseases of the human
  1 38 eye and adnexa, for proper optometric practice or
  1 39 referral for consultation or treatment to persons
  1 40 licensed under chapter 148 or 150A.  A therapeutically
  1 41 certified optometrist is an optometrist who is
  1 42 licensed to practice optometry in this state and who
  1 43 is certified by the board of optometry examiners to
  1 44 use the agents and procedures listed in authorized
  1 45 pursuant to this paragraph.  A therapeutically
  1 46 certified optometrist shall be provided with a
  1 47 distinctive certificate by the board which shall be
  1 48 displayed for viewing by the patients of the
  1 49 optometrist."
