PAG LIN 1 1 Amend Senate File 267 as follows: 1 2 #1. By striking everything after the enacting 1 3 clause and inserting the following: 1 4 "DIVISION I 1 5 SUPPLEMENTAL APPROPRIATIONS 1 6 Section 1. DEPARTMENT OF REVENUE AND FINANCE. 1 7 There is appropriated from the general fund of the 1 8 state to the department of revenue and finance for the 1 9 fiscal year beginning July 1, 2000, and ending June 1 10 30, 2001, the following amount, or so much thereof as 1 11 is necessary, to be used for the purposes designated, 1 12 in addition to the appropriations made for those 1 13 purposes in 2000 Iowa Acts, chapter 1231, section 28: 1 14 For compliance, including salaries, support, 1 15 maintenance, and miscellaneous purposes: 1 16 .................................................. $ 142,236 1 17 DIVISION II 1 18 OTHER FUNDS 1 19 Sec. . ENHANCED COURT COLLECTIONS FUND. 1 20 Notwithstanding section 602.1304, subsection 2, for 1 21 the fiscal year beginning July 1, 2000, the director 1 22 of revenue and finance shall not deposit revenues into 1 23 the enhanced court collections fund. On the effective 1 24 date of this section, any revenues deposited during 1 25 the fiscal year into the enhanced court collections 1 26 fund before the effective date of this section shall 1 27 be transferred and credited to the general fund of the 1 28 state. 1 29 DIVISION III 1 30 APPROPRIATIONS REDUCTIONS 1 31 Sec. . GENERAL REDUCTIONS. 1 32 1. Except as otherwise provided in this section, 1 33 the amounts appropriated from the general fund of the 1 34 state in enactments made for the fiscal year beginning 1 35 July 1, 2000, and ending June 30, 2001, and standing 1 36 limited and unlimited appropriations from the general 1 37 fund of the state for the fiscal year beginning July 1 38 1, 2000, and ending June 30, 2001, are reduced by 1.00 1 39 percent. For an appropriation that is reduced to a 1 40 specific amount in divisions IV through IX of this 1 41 Act, the appropriation reduction required pursuant to 1 42 this section shall be applied to the final 1 43 appropriation amount in divisions IV through IX. 1 44 However, an appropriation made from the general fund 1 45 of the state for the fiscal year beginning July 1, 1 46 2000, shall not be reduced if the appropriation is any 1 47 of the following: 1 48 a. An appropriation described or specified in 1 49 subsection 4. 1 50 b. An appropriation made in section 2.12. 2 1 c. An appropriation to the judicial branch. 2 2 2. The reduction in appropriations made pursuant 2 3 to subsection 1 shall be carried out by the governor 2 4 in the manner specified in section 8.31, except as 2 5 provided in subsection 4. However, provided that the 2 6 total amount of the reductions required by this 2 7 section remains unchanged, the governor may approve 2 8 the exercise of transfer authority under section 8.39 2 9 as necessary to prudently adjust the reductions made 2 10 to individual appropriations and the report required 2 11 under this subsection shall constitute the notice 2 12 otherwise required under section 8.39, subsection 3. 2 13 Upon implementation of the appropriations reductions 2 14 specified in subsection 1, the department of 2 15 management shall submit a report to the chairpersons 2 16 and ranking members of the appropriations committees 2 17 of each chamber of the general assembly specifying how 2 18 the reductions were applied and if any transfers were 2 19 authorized. 2 20 3. Moneys which become available as a result of 2 21 the appropriations reductions made pursuant to this 2 22 section shall be considered to have reverted to the 2 23 general fund of the state on the effective date of 2 24 this section. 2 25 4. The appropriations reductions made in 2 26 subsection 1 shall not be applied to the 2 27 appropriations made from the general fund of the state 2 28 for the fiscal year beginning July 1, 2000, for any of 2 29 the following: 2 30 a. To the department of human services in 2000 2 31 Iowa Acts, chapter 1228, and other enactments making 2 32 appropriations from the general fund of the state to 2 33 the department for that fiscal year for the following 2 34 purposes: medical assistance, pharmaceutical case 2 35 management study, health insurance premium payment 2 36 program, children's health insurance program, medical 2 37 contracts, and state supplementary assistance. 2 38 b. To the department of corrections in 2000 Iowa 2 39 Acts, chapter 1229, and other enactments making 2 40 appropriations from the general fund of the state to 2 41 the department for that fiscal year for the following 2 42 purposes: for correctional facilities under 2000 Iowa 2 43 Acts, chapter 1229, section 4, and for annual payment 2 44 relating to the financial arrangement for the 2 45 construction or expansion of prison capacity, under 2 46 2000 Iowa Acts, chapter 1229, section 5, subsection 3. 2 47 c. To appropriations made from the general fund of 2 48 the state for the following purposes: state 2 49 unemployment compensation in section 96.13, personal 2 50 property tax replacement in section 405A.8, franchise 3 1 tax revenue allocation in section 405A.10, statewide 3 2 fire and police retirement system in section 411.20, 3 3 federal Cash Management and Improvement Act interest 3 4 costs in section 421.31, livestock production credit 3 5 refund in section 422.121, homestead tax credit in 3 6 section 425.1, extraordinary property tax credit and 3 7 reimbursement in section 425.39, agricultural land tax 3 8 credit in section 426.1, military service tax credit 3 9 in section 426A.1A, property tax relief fund in 3 10 section 426B.1, industrial machinery, equipment and 3 11 computers property tax replacement fund in section 3 12 427B.19A, and cigarette and little cigar tax stamps in 3 13 section 453A.8. 3 14 d. To the commission of veterans affairs in 2000 3 15 Iowa Acts, chapter 1222, section 7, subsection 3, and 3 16 other enactments making appropriations from the 3 17 general fund of the state to the commission for that 3 18 fiscal year for the following purpose: for the Iowa 3 19 veterans home. 3 20 e. To the treasurer of state for Iowa 3 21 communications network debt service in 2000 Iowa Acts, 3 22 chapter 1226, section 1. 3 23 f. Section 602.9104, subsection 4, 7 19 paragraph b, Code 2001, is amended to read as follows: 7 20 b. Effective with the fiscal year commencing July 7 21 1, 1994, and for each subsequent fiscal year until the 7 22 system attains fully funded status, based upon the 7 23 benefits provided for judges through the judicial 7 24 retirement system as of July 1, 2001, the state shall 7 25 contribute annually to the judicial retirement fund an 7 26 amount equal to at leasttwenty-three and seven-tenths7 27 sixteen and six-tenths percent of the basic salary of 7 28 all judges covered under this article. Commencing 7 29 with the first fiscal year in which the system attains 7 30 fully funded status, based upon the benefits provided 7 31 for judges through the judicial retirement system as 7 32 of July 1, 2001, and for each subsequent fiscal year, 7 33 the state shall contribute to the judicial retirement 7 34 fund the required contribution rate. The state's 7 35 contribution shall be appropriated directly to the 7 36 judicial retirement fund. 7 37 DIVISION IX 7 38 TRANSPORTATION 7 39 Sec. . 2000 Iowa Acts, chapter 1216, section 1, 7 40 subsections 1 and 2, are amended to read as follows: 7 41 1.
