1 2 #1. Page 1, by inserting before line 1 the
1 3 following:
1 4 "Section 1. SAVINGS ACCOUNT FUND APPROPRIATION.
1 5 There is appropriated from the general fund of the
1 6 state to the department of education for the fiscal
1 7 year beginning July 1, 2000, and ending June 30, 2001,
1 8 the following amount, or so much thereof as is
1 9 necessary, to be used for the purpose designated:
1 10 For deposit in the teacher compensation reform and
1 11 student achievement savings account fund created in
1 12 section 8.57B:
1 13 .................................................. $ 42,000,000
1 14 Notwithstanding section 8.33, moneys appropriated
1 15 in this section shall not revert at the close of the
1 16 fiscal year."
1 17 #2. Page 1, line 6, by inserting after the word
1 18 "limitation." the following: "The governor's budget
1 19 transmitted in accordance with section 8.21 shall
1 20 incorporate all other funds affecting directly or
1 21 indirectly the condition of the general fund of the
1 22 state, including but not limited to the funds created
1 23 in sections 8.55, 8.56, 8.57, 8.57A, and 8.57B."
1 24 #3. Page 1, by inserting after line 16, the
1 25 following:
1 26 "Sec. . NEW SECTION. 8.57B TEACHER
1 27 COMPENSATION REFORM AND STUDENT ACHIEVEMENT SAVINGS
1 28 ACCOUNT FUND.
1 29 1. A teacher compensation reform and student
1 30 achievement savings account fund is created as a
1 31 separate and distinct fund in the state treasury under
1 32 the control of the department of education. Moneys in
1 33 the fund in a fiscal year shall be used as directed by
1 34 the general assembly for teacher compensation reform
1 35 and student achievement activities approved by the
1 36 Seventy-ninth General Assembly, First Regular Session,
1 37 or by future general assemblies.
1 38 2. Revenue for the teacher compensation reform and
1 39 student achievement savings account fund shall be
1 40 deposited with the treasurer of state and credited to
1 41 the fund and shall include, but is not limited to,
1 42 moneys in the form of a devise, gift, bequest,
1 43 donation, federal or other grant, reimbursement,
1 44 repayment, judgment, transfer, payment, or
1 45 appropriation from any source intended to be used for
1 46 the purposes of the fund.
1 47 3. Notwithstanding section 8.33, moneys
1 48 appropriated for deposit in the teacher compensation
1 49 reform and student achievement savings account fund
1 50 shall not revert but shall remain available for
2 1 expenditure as directed by the general assembly in
2 2 appropriations made from the fund.
2 3 Sec. . EFFECTIVE DATE. This Act, being deemed
2 4 of immediate importance, takes effect upon enactment."
2 5 #4. Title page, line 4, by inserting after the
2 6 word "assembly" the following: ", making an
2 7 appropriation, and providing an effective date".
