  1  1    Amend Senate File 66 as follows:
  1  2    #1.  Page 1, by inserting before line 1 the
  1  3 following:
  1  4    "Section 1.  Section 2.10, subsection 4, unnumbered
  1  5 paragraph 1, Code 2001, is amended to read as follows:
  1  6    The director of revenue and finance shall pay, from
  1  7 moneys appropriated to the general assembly pursuant
  1  8 to section 2.12, the travel and expenses of the
  1  9 members of the general assembly commencing with the
  1 10 first pay period after the names of such persons are
  1 11 officially certified.  The salaries of the members of
  1 12 the general assembly shall be paid pursuant to any of
  1 13 the following alternative methods:
  1 14    Sec.    .  Section 2.10, subsection 6, Code 2001,
  1 15 is amended to read as follows:
  1 16    6.  If a special session of the general assembly is
  1 17 convened, members of the general assembly shall
  1 18 receive, in addition to their annual salaries, the sum
  1 19 of eighty-six dollars per day for each day the general
  1 20 assembly is actually in special session, and the same
  1 21 travel allowances and expenses as authorized by this
  1 22 section which shall be payable from moneys
  1 23 appropriated to the general assembly pursuant to
  1 24 section 2.12.  A member of the general assembly shall
  1 25 receive the additional per diem, travel allowances and
  1 26 expenses only for the days of attendance during a
  1 27 special session.
  1 28    Sec.    .  Section 2.11, unnumbered paragraph 1,
  1 29 Code 2001, is amended to read as follows:
  1 30    Each house of the general assembly may employ such
  1 31 officers and employees as it shall deem deems
  1 32 necessary for the conduct of its business.  The
  1 33 compensation of the chaplains, officers, and employees
  1 34 of the general assembly shall be fixed by joint action
  1 35 of the house and senate by resolution at the opening
  1 36 of each session, or as soon thereafter after the
  1 37 opening as conveniently can be done.  Payment of the
  1 38 compensation shall be from moneys appropriated to the
  1 39 general assembly pursuant to section 2.12.  Such
  1 40 persons shall be furnished by the state such supplies
  1 41 as may be necessary for the proper discharge of their
  1 42 duties.
  1 43    Sec.    .  Section 2.12, Code 2001, is amended to
  1 44 read as follows:
  1 45    2.12  EXPENSES OF GENERAL ASSEMBLY AND LEGISLATIVE
  1 46 AGENCIES – BUDGETS.
  1 47    1.  There is appropriated out of any funds in the
  1 48 state treasury not otherwise appropriated a sum
  1 49 sufficient to pay for The following expenses,
  1 50 salaries, per diems, budgets, and other items shall be
  2  1 paid from appropriations made to the general assembly
  2  2 for these purposes:
  2  3    a.  For legislative printing and all current and
  2  4 miscellaneous expenses of the general assembly,
  2  5 authorized by either the senate or the house, and the.
  2  6 The director of revenue and finance shall issue
  2  7 warrants for such items of expense upon requisition of
  2  8 the president, majority leader, and secretary of the
  2  9 senate or the speaker and chief clerk of the house.
  2 10    b.  There is appropriated out of any funds in the
  2 11 state treasury not otherwise appropriated, such sums
  2 12 as are necessary, for For each house of the general
  2 13 assembly for the payment of any unpaid expense of the
  2 14 general assembly incurred during or in the interim
  2 15 between sessions of the general assembly, including
  2 16 but not limited to salaries and necessary travel and
  2 17 actual expenses of members, expenses of standing and
  2 18 interim committees or subcommittees, and per diem or
  2 19 expenses for members of the general assembly who serve
  2 20 on statutory boards, commissions, or councils for
  2 21 which per diem or expenses are authorized by law.  The
  2 22 director of revenue and finance shall issue warrants
  2 23 for such items of expense upon requisition of the
  2 24 president, majority leader, and secretary of the
  2 25 senate for senate expense expenses or the speaker and
  2 26 chief clerk of the house for house expense expenses.
  2 27    c.  There is appropriated out of any funds in the
  2 28 state treasury not otherwise appropriated, such sums
  2 29 as are necessary for For the renovation, remodeling,
  2 30 or preparation of the legislative chambers,
  2 31 legislative offices, or other areas or facilities used
  2 32 or to be used by the legislative branch of government,
  2 33 and for the purchase of legislative equipment and
  2 34 supplies deemed necessary to properly carry out the
  2 35 functions of the general assembly.  The director of
  2 36 revenue and finance shall issue warrants for such
  2 37 items of expense, whether incurred during or between
  2 38 sessions of the general assembly, upon requisition of
  2 39 the president, majority leader, and secretary of the
  2 40 senate for senate expense expenses or the speaker and
  2 41 chief clerk of the house for house expense expenses.
  2 42    d.  There is appropriated out of any funds in the
  2 43 state treasury not otherwise appropriated such sums as
  2 44 may be necessary for For the fiscal year budgets of
  2 45 the legislative service bureau, the legislative fiscal
  2 46 bureau, the citizens' aide office and the computer
  2 47 support bureau for salaries, support, maintenance, and
  2 48 miscellaneous purposes to carry out their statutory
  2 49 responsibilities.
  2 50    2.  The director of revenue and finance shall issue
  3  1 warrants for salaries, support, maintenance, and
  3  2 miscellaneous purposes upon requisition by the
  3  3 administrative head of each statutory agency.  The
  3  4 legislative service bureau, the legislative fiscal
  3  5 bureau, the citizens' aide office, and the computer
  3  6 support bureau shall submit their proposed budgets to
  3  7 the legislative council not later than September 1 of
  3  8 each year.  The legislative council shall review and
  3  9 approve the proposed budgets not later than December 1
  3 10 of each year.  The legislative council on behalf of
  3 11 the general assembly shall propose a budget for the
  3 12 general assembly for the payment of expenses,
  3 13 salaries, per diems, and other items for which the
  3 14 general assembly is required to pay.  The proposed
  3 15 budget shall include a budget for both houses of the
  3 16 general assembly.  The budget approved by the
  3 17 legislative council for each of its statutory
  3 18 legislative agencies and its proposed budget for the
  3 19 general assembly shall be transmitted by the
  3 20 legislative council to the department of management on
  3 21 or before December 1 of each year for the fiscal year
  3 22 beginning July 1 of the following year.  The
  3 23 department of management shall submit the approved
  3 24 budgets received from the legislative council to the
  3 25 governor for review and revision as necessary for
  3 26 inclusion in the governor's proposed budget for the
  3 27 succeeding fiscal year.  The approved and proposed
  3 28 budgets developed by the legislative council shall
  3 29 also be submitted to the chairpersons of the
  3 30 committees on appropriations.  The committees on
  3 31 appropriations may allocate from the funds
  3 32 appropriated by this section the funds contained in
  3 33 the approved budgets, or such other amounts as
  3 34 specified, pursuant to a concurrent resolution to be
  3 35 approved by both houses of the general assembly.  The
  3 36 director of revenue and finance shall issue warrants
  3 37 for salaries, support, maintenance, and miscellaneous
  3 38 purposes upon requisition by the administrative head
  3 39 of each statutory legislative agency.  If the
  3 40 legislative council elects to change the approved
  3 41 budget for a legislative agency prior to July 1, the
  3 42 legislative council shall transmit the amount of the
  3 43 budget revision to the department of management prior
  3 44 to July 1 of the fiscal year, however, if the general
  3 45 assembly approved the budget it cannot be changed
  3 46 except pursuant to a concurrent resolution approved by
  3 47 the general assembly.
  3 48    Sec.    .  Section 2.13, Code 2001, is amended to
  3 49 read as follows:
  3 50    2.13  ISSUANCE OF WARRANTS.
  4  1    The director of revenue and finance shall also
  4  2 issue to each officer and employee of the general
  4  3 assembly, during legislative sessions or interim
  4  4 periods, upon vouchers signed by the president,
  4  5 majority leader, and secretary of the senate or the
  4  6 speaker and chief clerk of the house, warrants for the
  4  7 amount due for services rendered.  The warrants shall
  4  8 be paid out of any moneys in the treasury not
  4  9 otherwise appropriated from moneys appropriated to the
  4 10 general assembly pursuant to section 2.12.
  4 11    Sec.    .  Section 2.104, Code 2001, is amended to
  4 12 read as follows:
  4 13    2.104  BUDGET.
  4 14    Expenses of the computer support bureau shall be
  4 15 paid upon approval of the director of the bureau from
  4 16 moneys appropriated to the general assembly pursuant
  4 17 to section 2.12.  The budget of the computer support
  4 18 bureau for each fiscal year shall be prepared by the
  4 19 director and submitted to the legislative council as
  4 20 provided in section 2.12.
  4 21    Sec.    .  Section 2B.22, Code 2001, is amended to
  4 22 read as follows:
  4 23    2B.22  APPROPRIATION.
  4 24    There is hereby appropriated out of any money in
  4 25 the treasury not otherwise appropriated an amount
  4 26 sufficient to defray all The expenses incurred in the
  4 27 carrying out of the provisions of this chapter shall
  4 28 be paid from moneys appropriated to the general
  4 29 assembly pursuant to section 2.12."
  4 30    #2.  Page 1, by inserting after line 16 the
  4 31 following:
  4 32    "Sec.    .  Section 17A.8, subsection 3, Code 2001,
  4 33 is amended to read as follows:
  4 34    3.  A committee member shall be paid the per diem
  4 35 specified in section 2.10, subsection 5, for each day
  4 36 in attendance and shall be reimbursed for actual and
  4 37 necessary expenses.  There is appropriated from money
  4 38 in the general fund not otherwise appropriated an
  4 39 amount sufficient to pay The costs incurred under this
  4 40 section shall be paid from moneys appropriated to the
  4 41 general assembly pursuant to section 2.12."
