1 1 Section 1. NEW SECTION. 298.21A ENERGY CONSERVATION
1 2 BONDS.
1 3 The board of directors of a school district may issue
1 4 negotiable, interest-bearing school bonds, without election,
1 5 for energy conservation measures. Bond principal and interest
1 6 repayment shall be made from the school district's general
1 7 fund. Proceeds of the bonds issued pursuant to this section
1 8 shall be utilized solely for energy conservation measures.
1 9 For the purpose of this section, an "energy conservation
1 10 measure" means a training program, facility alteration, or
1 11 equipment to be used in new construction, including an
1 12 addition to an existing facility, that results or is projected
1 13 to result in a measured reduction in fuel, energy, or
1 14 operation and maintenance costs.
1 15 EXPLANATION
1 16 This bill provides bonding authority for school districts
1 17 implementing energy conservation measures. The bill provides
1 18 that an energy conservation measure refers to a training
1 19 program, facility alteration, or equipment to be used in new
1 20 construction, including an addition to an existing facility,
1 21 that results or is projected to result in a measured reduction
1 22 in fuel, energy, or operation and maintenance costs. The bill
1 23 provides that bonds issued to implement energy conservation
1 24 measures shall be repaid from the general fund of the school
1 25 district, and that proceeds shall be utilized solely for
1 26 energy conservation measures. The bill provides that the
1 27 board of directors of a school district may issue the bonds,
1 28 without election.
