PAG LIN 1 1 HOUSE RESOLUTION NO. 1 2 BY (PROPOSED COMMITTEE ON ADMINISTRATION AND 1 3 RULES RESOLUTION BY CHAIRPERSON CARROLL) 1 4 A Resolution relating to an annual budget for the 1 5 daily operations of the House of Representatives. 1 6 WHEREAS, the legislative authority of this state is vested 1 7 in the General Assembly consisting of the House of 1 8 Representatives and the Senate; and 1 9 WHEREAS, the House of Representatives necessarily incurs 1 10 substantial expenses for its daily operations; and 1 11 WHEREAS, the House of Representatives is authorized to 1 12 expend funds from the state treasury necessary to pay for its 1 13 expenses and for expenses incurred jointly by the House of 1 14 Representatives and the Senate; and 1 15 WHEREAS, it is deemed advisable and proper for the House of 1 16 Representatives to make expenditures in accordance with a 1 17 budgetary plan; NOW THEREFORE, 1 18 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES: 1 19 Section 1. Expenditures of the House of Representatives 1 20 payable pursuant to Iowa Code sections 2.10 through 2.14 for 1 21 the regular legislative session and the interim period during 1 22 the fiscal year beginning July 1, 2001, and ending June 30, 1 23 2002, are budgeted to be as follows: 1 24 1. Session expenses, including members' annual 1 25 compensation and temporary staff compensation and other 1 26 current expenses in an amount not to exceed $5,545,300. 1 27 2. Interim expenses, including members' and staff 1 28 compensation and other current expenses in an amount not to 1 29 exceed $419,000. 1 30 3. Fixed expenses, including permanent employees' 1 31 compensation and equipment, in an amount not to exceed 1 32 $2,375,000. 1 33 4. A special fund for renovation, restoration, and 1 34 equipment improvements in the House chamber and adjacent areas 1 35 to be used with the authorization of the Committee on 2 1 Administration and Rules, in an amount not to exceed $125,000. 2 2 5. A special fund for technology improvements and 2 3 equipment, in an amount not to exceed $100,000. 2 4 Sec. 2. The Chief Clerk of the House of Representatives 2 5 shall immediately provide written notice to the Speaker and 2 6 Minority Leader of the House of Representatives and to the 2 7 Chair and Ranking Member of the House Committee on 2 8 Appropriations if actual expenditures payable pursuant to Iowa 2 9 Code sections 2.10 through 2.14 exceed the maximum amount 2 10 allocated to any category of the budget provided by section 1 2 11 of this Resolution. The written notice shall specify the 2 12 amount of and reasons for any excess expenditure. 2 13 Sec. 3. The expenditures referred to in section 2 of this 2 14 Resolution shall consist only of those sums required for 2 15 payment of the various expenses of the General Assembly 2 16 including items such as legislative printing expenses, unpaid 2 17 expenses incurred during the interim between sessions of the 2 18 General Assembly, expenditures incurred pursuant to 2 19 resolutions, and expenses for purchases of legislative 2 20 equipment and supplies necessary to carry out the functions of 2 21 the General Assembly. Joint expenditures or special 2 22 expenditures approved by the Committee on Administration and 2 23 Rules or the Legislative Council are not included in the 2 24 budget set forth in this Resolution. 2 25 BE IT FURTHER RESOLVED BY THE HOUSE OF REPRESENTATIVES: 2 26 Sec. 4. If a special session of the General Assembly is 2 27 held, the Committee on Administration and Rules shall provide 2 28 for consideration of a budget for the special session. 2 29 LSB 3242YC 79 2 30 tj/cls/14
