  1  1    Section 1.  Section 277.27, Code 2001, is amended to read
  1  2 as follows:
  1  3    277.27  QUALIFICATION.
  1  4    A member of the board shall, at the time of election or
  1  5 appointment, be an eligible elector of the corporation or
  1  6 subdistrict.  Notwithstanding any contrary provision of the
  1  7 Code, a member of the board of directors of a school district
  1  8 shall not receive compensation directly from the school board.
  1  9    Sec. 2.  Section 279.7A, Code 2001, is amended to read as
  1 10 follows:
  1 11    279.7A  INTEREST IN PUBLIC CONTRACTS PROHIBITED –
  1 12 EXCEPTION.
  1 13    A member of the board of directors of a school corporation
  1 14 shall not have an interest, direct or indirect, in a contract
  1 15 for the purchase of goods, including materials and profits,
  1 16 and the performance of services for the director's school
  1 17 corporation.  A contract entered into in violation of this
  1 18 section is void.  This section does not apply to contracts for
  1 19 the purchase of goods or services, including part-time or
  1 20 temporary employment, which benefit a director, if the benefit
  1 21 to the director does not exceed two thousand five hundred
  1 22 dollars in a fiscal year, and contracts made by a school
  1 23 board, upon competitive bid in writing, publicly invited and
  1 24 opened.  
  1 25                           EXPLANATION
  1 26    This bill strikes a Code provision that prohibits direct
  1 27 compensation of a member of the board of directors of a school
  1 28 district by the school board.  The bill adds language to the
  1 29 Code to allow a school board to pay a member not more than
  1 30 $2,500 annually for part-time or temporary employment.
