  1  1                HOUSE RESOLUTION NO.    
  1  2    BY  ALONS, KETTERING, RAYHONS, VAN ENGELENHOVEN,
  1  3              JOHNSON, KLEMME, and BAUDLER
  1  4 A Resolution requesting the enactment of a federal tax
  1  5    credit to offset the potential fiscal impact of new
  1  6    federal regulations pertaining to manure control
  1  7    structures.
  1  8    WHEREAS, agriculture traditionally has been the
  1  9 foundation of this nation's economic prosperity,
  1 10 providing the basis for a system of production
  1 11 unmatched in the world for its abundant and efficient
  1 12 production of food, feed grains, and animal products,
  1 13 and contributing billions of dollars in revenue each
  1 14 year to the nation's economy from export sales; and
  1 15    WHEREAS, the health of the agricultural economy
  1 16 depends in great part on the scope of federal
  1 17 regulation of all aspects of agriculture and
  1 18 agricultural markets; and
  1 19    WHEREAS, the possible imposition of regulations
  1 20 promulgated by the United States Environmental
  1 21 Protection Agency requiring animal feeding operations
  1 22 to install new manure control structures or undertake
  1 23 other new manure control practices would have a direct
  1 24 effect on the ongoing viability of the animal products
  1 25 market; and
  1 26    WHEREAS, the fiscal impact of the possible
  1 27 imposition may be partially offset by a federal tax
  1 28 credit for those individuals or businesses charged
  1 29 with meeting any new federal manure control
  1 30 regulations; NOW THEREFORE,
  2  1    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  2  2 That the House of Representatives requests that a
  2  3 federal tax credit be enacted in the event that the
  2  4 United States Environmental Protection Agency imposes
  2  5 new regulations requiring the installation of new
  2  6 manure control structures or the undertaking of other
  2  7 new manure control practices; and
  2  8    BE IT FURTHER RESOLVED, That a copy of this
  2  9 Resolution be sent by the Chief Clerk of the House of
  2 10 Representatives to the President of the United States,
  2 11 the President of the Senate of the United States, the
  2 12 Speaker of the House of Representatives of the United
  2 13 States, the United States Secretary of Agriculture,
  2 14 the United States Secretary of the Treasury, the
  2 15 Chairperson of the United States Senate Committee on
  2 16 Agriculture, Nutrition, and Forestry, the Chairperson
  2 17 of the United States House of Representatives
  2 18 Committee on Agriculture, the Chairperson of the
  2 19 United States Senate Committee on Finance, the
  2 20 Chairperson of the United States House of
  2 21 Representatives Committee on Ways and Means, and
  2 22 members of Iowa's congressional delegation.
