  1  1    Section 1.  The following amendment to the Constitution of
  1  2 the State of Iowa is proposed:
  1  3    Section 5 of Article II of the Constitution of the State of
  1  4 Iowa is repealed and the following adopted in lieu thereof:
  1  5    DISQUALIFIED PERSONS.  SEC. 5.  A person adjudged mentally
  1  6 incompetent to vote or convicted of any felony shall not be
  1  7 entitled to the privilege of an elector.
  1  8    Sec. 2.  REFERRAL AND PUBLICATION.  The foregoing amendment
  1  9 to the Constitution of the State of Iowa is referred to the
  1 10 General Assembly to be chosen at the next general election for
  1 11 members of the General Assembly, and the Secretary of State is
  1 12 directed to cause the same to be published for three
  1 13 consecutive months previous to the date of that election as
  1 14 provided by law.  
  1 15                           EXPLANATION
  1 16    This joint resolution proposes an amendment to the
  1 17 Constitution of the State of Iowa providing that conviction of
  1 18 any felony, rather than of any infamous crime, disqualifies
  1 19 the convicted offender from voting or holding certain elective
  1 20 offices.  The resolution also removes the words "idiot" and
  1 21 "insane" from the constitutional provision and substitutes the
  1 22 phrase "mentally incompetent to vote".
  1 23    The resolution, if adopted, would be referred to the next
  1 24 general assembly before being submitted to the electorate for
  1 25 ratification.
