PAG LIN 1 1 HOUSE FILE 2612 1 2 1 3 AN ACT 1 4 RELATING TO AND MAKING TRANSPORTATION AND OTHER 1 5 INFRASTRUCTURE-RELATED APPROPRIATIONS TO THE STATE 1 6 DEPARTMENT OF TRANSPORTATION, INCLUDING ALLOCATION 1 7 AND USE OF MONEYS FROM THE ROAD USE TAX FUND, PRIMARY 1 8 ROAD FUND, AND GENERAL FUND OF THE STATE, AND PROVIDING 1 9 FOR THE NONREVERSION OF CERTAIN MONEYS AND INCLUDING 1 10 AN EFFECTIVE DATE. 1 11 1 12 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 13 1 14 Section 1. There is appropriated from the road use tax 1 15 fund to the state department of transportation for the fiscal 1 16 year beginning July 1, 2002, and ending June 30, 2003, the 1 17 following amounts, or so much thereof as is necessary, for the 1 18 purposes designated: 1 19 1. For the payment of costs associated with the production 1 20 of driver's licenses, as defined in section 321.1, subsection 1 21 20A: 1 22 .................................................. $ 3,997,000 1 23 Notwithstanding section 8.33, unencumbered or unobligated 1 24 funds remaining on June 30, 2003, from the appropriation made 1 25 in this subsection, shall not revert, but shall remain 1 26 available for subsequent fiscal years for the purposes 1 27 specified in this subsection. 1 28 2. For renovation of the state department of 4 20 transportation administration building at the Ames complex: 4 21 .................................................. $ 2,000,000 4 22 12. For utility improvements at field garage facilities 4 23 throughout the state: 4 24 .................................................. $ 200,000 4 25 13. For replacement of the heating systems in field garage 4 26 facilities throughout the state: 4 27 .................................................. $ 200,000 4 28 14. For deferred maintenance projects at field facilities: 4 29 .................................................. $ 351,500 4 30 Notwithstanding section 8.33, moneys appropriated in 4 31 subsections 9 through 14 that remain unencumbered or 4 32 unobligated at the close of the fiscal year shall not revert 4 33 but shall remain available for expenditure for the purposes 4 34 designated until the close of the fiscal year that begins July 4 35 1, 2005. 5 1 Sec. 3. There is appropriated from the general fund of the 5 2 state to the state department of transportation for the fiscal 5 3 year beginning July 1, 2002, and ending June 30, 2003, the 5 4 following amounts, or so much thereof as is necessary, to be 5 5 used for the purposes designated: 5 6 1. For the operation and maintenance of the network of 5 7 automated weather observation and data transfer systems 5 8 associated with the Iowa aviation weather system: 5 9 .................................................. $ 110,000 5 10 2. For the runway marking program for public airports: 5 11 .................................................. $ 100,000 5 12 3. For the windsock program for public airports: 5 13 .................................................. $ 12,000 5 14 4. For the aviation improvement program: 5 15 .................................................. $ 278,000 5 16 5. For the rail assistance program and to provide economic 5 17 development project funding: 5 18 .................................................. $ 100,000 5 19 Sec. 4. Section 312.2, subsection 14, Code Supplement 5 20 2001, is amended to read as follows: 5 21 14. The treasurer of state, before making the allotments 5 22 provided for in this section, shall credit monthly from the 5 23 road use tax fund to thegeneral fund of thestate department 5 24 of transportation from revenue credited to the road use tax 5 25 fund under section 423.24, subsection 1, paragraph "b", an 5 26 amount equal to one-twentieth of eighty percent of the revenue 5 27 from the operation of section 423.7., 5 28There is appropriated from the general fund of the state5 29for each fiscal year to the state department of transportation5 30the amount of revenues credited to the general fund of the5 31state during the fiscal year under this subsectionto be used 5 32 for purposes of public transit assistance under chapter 324A. 5 33 Sec. 5.
