  1  1    Section 1.  NEW SECTION.  356.36A  CONFINEMENT AND
  1  2 DETENTION REPORT.
  1  3    The Iowa department of corrections, in consultation with
  1  4 the Iowa state sheriff's association, the Iowa association of
  1  5 chiefs of police and peace officers, a statewide organization
  1  6 representing rural property taxpayers, the Iowa league of
  1  7 cities, and the Iowa board of supervisors association, shall
  1  8 prepare a report analyzing the confinement and detention needs
  1  9 of jails, alternative jails, municipal holding facilities, and
  1 10 facilities established pursuant to chapter 356A.  The report
  1 11 for each type of jail or facility shall include but is not
  1 12 limited to an inventory of prisoner space, daily prisoner
  1 13 counts, the compliance status under section 356.36 for each
  1 14 jail or facility, and an estimate by the department of
  1 15 corrections of the amount of additional prisoner space needed
  1 16 in the next two, five, and ten years, on a county, geographic
  1 17 region, and statewide basis.  The report shall contain an
  1 18 inventory of jail or facility construction projects in which
  1 19 voters have approved the issuance of general obligation bonds,
  1 20 essential county purpose bonds, revenue bonds, or bonds issued
  1 21 pursuant to section 422B.12.  The report shall be revised
  1 22 periodically as directed by the director of the department of
  1 23 corrections.
  1 24    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 25 immediate importance, takes effect upon enactment.  
  1 26                           EXPLANATION
  1 27    This bill relates to analyzing the confinement and
  1 28 detention needs of jails and other local or regional
  1 29 confinement facilities.
  1 30    The bill provides that the department of corrections, in
  1 31 consultation with the Iowa state sheriff's association, the
  1 32 Iowa association of chiefs of police and peace officers, a
  1 33 statewide organization representing rural property taxpayers,
  1 34 the Iowa league of cities, and the Iowa board of supervisors
  1 35 association, shall prepare a report analyzing the confinement
  2  1 and detention needs of jails, alternative jails, municipal
  2  2 holding facilities, and facilities established pursuant to
  2  3 Code chapter 356A.  The bill provides that the analysis for
  2  4 each type of jail or facility shall include but is not limited
  2  5 to daily prisoner counts, the compliance status under Code
  2  6 section 356.36 of each jail or facility, and an estimate by
  2  7 the department of corrections of the amount of additional
  2  8 prisoner space needed in each county, geographic region, and
  2  9 statewide over the next two, five, and 10 years.  The report
  2 10 shall also contain an inventory of jail or facility
  2 11 construction projects in which voters have approved the
  2 12 issuance of general obligation bonds, essential county purpose
  2 13 bonds, revenue bonds, or bonds issued pursuant to Code section
  2 14 422B.12.
  2 15    The bill takes effect upon enactment.
