  1  1    Section 1.  Section 284.4, subsection 1, paragraph c, Code
  1  2 Supplement 2001, is amended to read as follows:
  1  3    c.  Provide, beginning in the second year of participation,
  1  4 subject to an appropriation of sufficient funds by the general
  1  5 assembly, the equivalent of two or more additional contract
  1  6 days, outside of instruction time, than were provided in the
  1  7 school year preceding the first year of participation, to
  1  8 provide additional time for teacher career development that
  1  9 aligns with student learning and teacher development needs,
  1 10 including the integration of technology into curriculum
  1 11 development, in order to achieve attendance center and
  1 12 district-wide student achievement goals outlined in the
  1 13 district comprehensive school improvement plan.  School
  1 14 districts are encouraged to develop strategies for
  1 15 restructuring the school calendar to provide for the most
  1 16 effective professional development.  A school district that
  1 17 provides the equivalent of ten or more contract days for
  1 18 career development is exempt from this paragraph.
  1 19    Sec. 2.  Section 284.6, subsection 4, Code Supplement 2001,
  1 20 is amended to read as follows:
  1 21    4.  In cooperation with the teacher's supervisor, the
  1 22 teacher employed by a participating school district shall
  1 23 develop an individual teacher career development plan.  The
  1 24 individual plan shall be based, at minimum, on the needs of
  1 25 the teacher, the Iowa teaching standards, and the student
  1 26 achievement goals of the attendance center and the school
  1 27 district as outlined in the comprehensive school improvement
  1 28 plan.  The individual plan shall be reviewed annually by the
  1 29 teacher and the teacher's supervisor at the teacher's annual
  1 30 review, and shall be modified as necessary to reflect the
  1 31 goals and needs of the individual teacher's teacher and the
  1 32 school district's needs district and the individual's progress
  1 33 in the plan.
  1 34    Sec. 3.  Section 284.8, subsection 1, Code Supplement 2001,
  1 35 is amended by striking the subsection.
  2  1    Sec. 4.  Section 284.13, subsection 1, paragraph a, Code
  2  2 Supplement 2001, is amended by striking the paragraph.
  2  3    Sec. 5.  Section 284.11, Code Supplement 2001, is repealed.
  2  4    Sec. 6.  EFFECTIVE DATE.  Section 1 of this Act, amending
  2  5 section 284.4, subsection 1, paragraph "c", being deemed of
  2  6 immediate importance, takes effect upon enactment.  
  2  7                           EXPLANATION
  2  8    This bill amends the Code chapter establishing the student
  2  9 achievement and teacher quality program to make the
  2 10 requirement that participating school districts increase the
  2 11 number of professional development days in their school
  2 12 calendar subject to an appropriation of sufficient funds by
  2 13 the general assembly, striking language requiring an annual
  2 14 review of teachers, but adding a requirement that a teacher's
  2 15 individual professional development plan be reviewed annually,
  2 16 and repealing language creating a statewide team-based
  2 17 variable pay pilot program.  The bill also strikes outdated
  2 18 language funding the pilot program for the 2001-2002 fiscal
  2 19 year.
  2 20    The provision conditioning the increase of professional
  2 21 development contract days on an appropriation of funds by the
  2 22 general assembly takes effect upon enactment.
