1 1 Section 1. NEW SECTION. 15.115 ECONOMIC DEVELOPMENT
1 2 CONSORTIUM.
1 3 1. By October 1, 2002, the department shall organize an
1 4 economic development consortium for purposes of studying the
1 5 enhancement of economic growth in this state. At a minimum,
1 6 the consortium shall consist of representatives from the
1 7 department; a representative from the state university of
1 8 Iowa, the Iowa state university of science and technology, and
1 9 the university of northern Iowa; a representative of the Iowa
1 10 business council; and any members of the general public that
1 11 the department determines would provide a valuable
1 12 contribution to the consortium.
1 13 2. The consortium shall develop a model of best practices
1 14 and incorporate the practices into proposals for consideration
1 15 by the general assembly. In developing the model, the
1 16 consortium shall consider all of the following:
1 17 a. Current programs administered by the department.
1 18 b. Current general practices exercised by the department
1 19 in executing the duties of the department.
1 20 c. Any areas of economic development that are not
1 21 currently addressed or are insufficiently addressed by or
1 22 through the programs of the department.
1 23 d. Any comprehensive or strategic planning undertaken by
1 24 the department.
1 25 e. Any other related topics deemed necessary by the
1 26 consortium.
1 27 3. By January 1, 2004, the consortium shall submit a
1 28 report to the general assembly which shall include all the
1 29 findings and proposals developed by the consortium.
1 30 EXPLANATION
1 31 This bill creates an economic development consortium.
1 32 The bill provides that, by October 1, 2002, the department
1 33 shall organize an economic development consortium for purposes
1 34 of studying the enhancement of economic growth in this state.
1 35 The bill provides that the consortium shall develop a model of
2 1 best practices and incorporate the practices into proposals
2 2 for consideration by the general assembly. The bill provides
2 3 that in developing the model, the consortium shall consider
2 4 current programs administered by the department, current
2 5 general practices exercised by the department in executing the
2 6 duties of the department, any areas of economic development
2 7 that are not currently addressed or are insufficiently
2 8 addressed by or through the programs of the department, any
2 9 comprehensive or strategic planning undertaken by the
2 10 department, and any other related topics deemed necessary by
2 11 the consortium. The bill provides that, by January 1, 2004,
2 12 the consortium shall submit a report to the general assembly
2 13 which shall include all the findings and proposals developed
2 14 by the consortium.
