1 1 Section 1. Section 8.55, subsection 3, paragraph a, Code
1 2 Supplement 2001, is amended to read as follows:
1 3 a. Except as provided in paragraphs "b" and "c", the
1 4 moneys in the Iowa economic emergency fund shall only be used
1 5 pursuant to an appropriation made by the general assembly. An
1 6 appropriation shall only be made for the fiscal year in which
1 7 the appropriation is made. The moneys shall only be
1 8 appropriated by the general assembly for emergency
1 9 expenditures. An emergency expenditure may include but is not
1 10 limited to an appropriation made during an economic downturn
1 11 that is intended to stimulate the state's economy or made to
1 12 preclude spending reductions in education or other critical
1 13 programs.
1 14 Sec. 2. EFFECTIVE DATE. This Act, being deemed of
1 15 immediate importance, takes effect upon enactment.
1 16 EXPLANATION
1 17 This bill relates to appropriations made from the Iowa
1 18 economic emergency fund for emergency expenditures.
1 19 Under current law Code section 8.55 provides that moneys
1 20 can only be appropriated from the fund for emergency
1 21 expenditures. This bill provides that an appropriation for
1 22 emergency expenditures may include an appropriation made
1 23 during an economic downturn that is intended to stimulate the
1 24 state's economy or made to preclude spending reductions in
1 25 education or other critical programs.
1 26 The bill takes effect upon enactment.
