  1  1    Section 1.  OUT-OF-HOME PLACEMENT OF CHILDREN – DISPARITY
  1  2 STUDY.  The director of human services shall convene a task
  1  3 force to determine the causes of the greater incidence of
  1  4 foster care and other out-of-home placements of children in
  1  5 some areas of the state than in others.  In addition, the task
  1  6 force shall recommend options tailored to the particular areas
  1  7 of greater incidence that are believed to be effective in
  1  8 reducing the incidence of out-of-home placements in those
  1  9 areas.  The membership of the task force shall be broad-based
  1 10 and shall include representatives of the judicial branch,
  1 11 local and state foster care review boards, foster parents,
  1 12 group foster care providers, area education agencies, and
  1 13 others deemed appropriate by the director.  The task force
  1 14 shall report its findings and recommendations to the governor
  1 15 and the general assembly on or before January 14, 2002.
  1 16    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 17 immediate importance, takes effect upon enactment.  
  1 18                           EXPLANATION
  1 19    This bill requires the director of human services to
  1 20 convene a task force to address the statewide disparity in the
  1 21 out-of-home placement of children.
  1 22    The bill takes effect upon enactment.
