  1 1 Section 1. Section 322.5, subsection 5, Code 2001, is
1 2 amended to read as follows:
1 3 5. A manufacturer, distributor, or dealer may, upon
1 4 receipt of a temporary permit approved by the department,
1 5 display new ambulances, new fire vehicles, and new rescue
1 6 vehicles for educational purposes only at vehicle shows and
1 7 vehicle exhibitions conducted for the express purpose of

1 11 department and shall be accompanied by a ten-dollar permit
1 12 fee. Permits shall be issued for a single show or exhibition,
1 13 not to exceed five consecutive days. A permit under this
1 14 subsection may be issued to a motor vehicle dealer not
1 15 licensed in this state only if the state in which the motor
1 16 vehicle dealer is licensed allows motor vehicle dealers
1 17 licensed in this state to display the vehicles described in
1 18 this subsection in that state in the manner described in this
1 19 subsection. A permit under this subsection may be issued to a
1 20 manufacturer or distributor who is not a resident of this
1 21 state only if the state in which the manufacturer or
1 22 distributor is a resident allows manufacturers and
1 23 distributors who are residents of this state to display the
1 24 vehicles described in this subsection in that state in the
1 25 manner described in this subsection.
  1 26 EXPLANATION
1 27 This bill modifies a permit provision in Code section 322.5
1 28 to provide that temporary permits for the display of new
1 29 ambulances, new fire vehicles, and new rescue vehicles at
1 30 vehicle shows and exhibitions conducted for the purpose of
1 31 educating fire and rescue personnel may only be issued by the
1 32 state department of transportation to motor vehicle dealers
1 33 not licensed in this state if the state in which the motor
1 34 vehicle dealer is licensed allows motor vehicle dealers
1 35 licensed in Iowa to display such vehicles in the other state
2 1 in the same manner. The bill also provides that such permits
2 2 may only be issued to a nonresident manufacturer or
2 3 distributor if the state in which the manufacturer or
2 4 distributor is a resident allows a manufacturer or distributor
2 5 who is a resident of Iowa to display the vehicles in the other
2 6 state in the same manner.
