1 1 Section 1. SOYBEAN CYST NEMATODES – CONTRIBUTING TO
1 2 TESTING AND REPORTING COSTS. There is appropriated from the
1 3 general fund of the state to the state board of regents for
1 4 use by Iowa state university of science and technology for the
1 5 fiscal year beginning July 1, 2001, and ending June 30, 2002,
1 6 the following amount, or so much thereof as is necessary, to
1 7 be used for the purpose designated:
1 8 For testing soil samples and reporting interpretive results
1 9 of the tests regarding the presence and population density of
1 10 soybean cyst nematodes, including salaries, support,
1 11 maintenance, and miscellaneous purposes:
1 12 .................................................. $ 125,000
1 13 The Iowa state university plant disease clinic shall
1 14 process soil samples and report results to farmers submitting
1 15 soil samples and other information, as required by the clinic.
1 16 The moneys appropriated under this section shall be used to
1 17 subsidize all or part of the costs of testing and reporting
1 18 the results of sample testing. A result that is reported
1 19 under this section shall include a statement that the state of
1 20 Iowa has contributed to the costs associated with testing and
1 21 reporting. In administering this section, Iowa state
1 22 university shall consult with the department of agriculture
1 23 and land stewardship, the Iowa soybean association, and the
1 24 Iowa soybean cyst nematode coalition.
1 25 EXPLANATION
1 26 This bill appropriates moneys to the state board of regents
1 27 for use by Iowa state university to support costs associated
1 28 with testing soil samples and reporting interpretive results
1 29 of the tests regarding the presence and population density of
1 30 soybean cyst nematodes. The bill requires the Iowa state
1 31 university plant disease clinic to process soil samples and
1 32 report results to farmers submitting soil samples and other
1 33 information. In administering the provisions of the bill,
1 34 Iowa state university is required to consult with the
1 35 department of agriculture and land stewardship, the Iowa
2 1 soybean association, and the Iowa soybean cyst nematode
2 2 coalition.
