1 1 Section 1. Section 260C.14, Code 2001, is amended by
1 2 adding the following new subsection:
1 3 NEW SUBSECTION. 21. Protect and defend the free
1 4 expression of all viewpoints by prohibiting the adoption of
1 5 any policy or rule abridging the freedom of speech guaranteed
1 6 under the first amendment to the Constitution of the United
1 7 States and Article I, section 7 of the Constitution of the
1 8 State of Iowa.
1 9 Sec. 2. Section 262.9, Code 2001, is amended by adding the
1 10 following new subsection:
1 11 NEW SUBSECTION. 30. Protect and defend the free
1 12 expression of all viewpoints by prohibiting the institutions
1 13 of higher education under its control from adopting any policy
1 14 or rule abridging the freedom of speech guaranteed under the
1 15 first amendment to the Constitution of the United States and
1 16 Article I, section 7 of the Constitution of the State of Iowa.
1 17 EXPLANATION
1 18 This bill directs the board of directors of a community
1 19 college and the state board of regents to protect and defend
1 20 the free expression of all viewpoints by prohibiting the
1 21 adoption of any policy or rule abridging the freedom of speech
1 22 guaranteed under the first amendment to the Constitution of
1 23 the United States and Article I, section 7 of the Constitution
1 24 of the State of Iowa by an institution of higher learning
1 25 under such board's control.
