  1  4       SHEY, DE BOEF, BOAL, KETTERING, BODDICKER,
  1  5      FINCH, HAHN, HOFFMAN, WILDERDYKE, REKOW, DIX,
  1  6       KREIMAN, FOEGE, STEVENS, SMITH, ATTEBERRY,
  1  7     HATCH, WITT, FREVERT, FORD, FALLON, OSTERHAUS,
  1  8                REYNOLDS, and RICHARDSON
  1  9 A Concurrent Resolution opposing the establishment of a
  1 10    national identity database system by the United States
  1 11    Congress.
  1 12    WHEREAS, the importance of secure identification
  1 13 credentials for all citizens of the United States has
  1 14 been heightened due to the catastrophic events of
  1 15 September 11, 2001; and
  1 16    WHEREAS, the United States Department of
  1 17 Transportation, under instructions from the United
  1 18 States Congress, is expected to develop rules for
  1 19 states to encode data onto driver's licenses that can
  1 20 electronically store information; and
  1 21    WHEREAS, the data collected would include, but not
  1 22 be limited to, basic identifying information about the
  1 23 license holder, and might also include biometric
  1 24 information such as digital fingerprints, DNA data,
  1 25 and retinal scans with links to other databases
  1 26 containing an individual's most personal and private
  1 27 records; and
  1 28    WHEREAS, the data collection would lead to the
  1 29 creation of a national identity database system on
  1 30 every person residing in the United States and on
  2  1 every person entering the United States; and
  2  2    WHEREAS, a national identity database system
  2  3 increases the likelihood that intimate personal
  2  4 information could be easily accessed by law
  2  5 enforcement and other governmental agencies without a
  2  6 person's knowledge; and
  2  7    WHEREAS, we, as citizens of the United States and
  2  8 citizens of Iowa, value our right to privacy and our
  2  9 right to be free from unwarranted governmental
  2 10 interference in our personal lives; and
  2 11    WHEREAS, a national identity database system would
  2 12 threaten the civil liberties that we, as citizens of
  2 13 the United States and citizens of Iowa, have enjoyed
  2 14 as members of a free society, and would increase the
  2 15 control that government and business have over
  2 16 everyday citizens; NOW THEREFORE,
  2 17    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  2 18 SENATE CONCURRING, That the Iowa General Assembly
  2 19 opposes the establishment of a national identity
  2 20 database system by the United States Congress; and
  2 21    BE IT FURTHER RESOLVED, That copies of this
  2 22 resolution be sent to the President of the United
  2 23 States Senate, the Speaker of the United States House
  2 24 of Representatives, and the members of Iowa's
  2 25 congressional delegation.
