1 1 HOUSE CONCURRENT RESOLUTION NO. ___
1 2 BY HEATON and HOUSER
1 3 A Concurrent Resolution requesting the legislative
1 4 council to include additional issues in the charge of
1 5 the mental health and developmental disabilities
1 6 services restructuring task force.
1 7 WHEREAS, the legislative council has authorized the
1 8 mental health and developmental disabilities services
1 9 restructuring task force to meet during the 2001
1 10 legislative interim to review options and to make
1 11 recommendations for standardizing core services,
1 12 emphasizing community services, replacing the legal
1 13 settlement process, increasing federal funding for
1 14 services and for housing, developing a formula in
1 15 which funding follows consumers, addressing financial
1 16 risk, redefining state and county rules to enhance
1 17 consumer choice, and other issues concerning these
1 18 services; and
1 19 WHEREAS, state and local funding for such services
1 20 and equity in financing ability between counties has
1 21 received significant debate during the 2001
1 22 legislative session as part of efforts to adjust for
1 23 lower than anticipated state revenues; and
1 24 WHEREAS, other states that have locally
1 25 administered mental health and developmental
1 26 disabilities services have significantly increased
1 27 federal financial participation in the funding of
1 28 those services and Iowa policymakers may be able to
1 29 replicate those approaches; NOW THEREFORE,
1 30 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
2 1 SENATE CONCURRING, That the legislative council is
2 2 requested to charge the mental health and
2 3 developmental disabilities services restructuring task
2 4 force with giving particular attention to financing
2 5 issues, including equity in financing capacity,
2 6 options for improving the ability of counties to
2 7 secure federal financial participation in the cost of
2 8 services, and developing further the pilot project to
2 9 decategorize the funding of such services provided to
2 10 adults and to include related recommendations in the
2 11 task force report made to the governor and the
2 12 Seventy-ninth General Assembly, 2002 Session.
