1 1 HOUSE CONCURRENT RESOLUTION NO. ___
1 2 BY FORD, MURPHY, BRUNKHORST, and BROERS
1 3 A Concurrent Resolution requesting establishment of an
1 4 interim study committee by the legislative council to
1 5 conduct a study of issues related to accountability
1 6 and fraud in contracts or agreements between private
1 7 contractors and the state of Iowa.
1 8 WHEREAS, the state of Iowa has numerous business agreements
1 9 with private contractors to provide goods and services to the
1 10 state through purchase contracts, requests for proposals, and
1 11 other types of direct or indirect relationships; and
1 12 WHEREAS, concern has been expressed by citizens of this state
1 13 regarding oversight of such contracts or agreements with private
1 14 entities in order to ensure the quality and efficiency of goods and
1 15 services provided to the state by such private contractors and to
1 16 make the best possible use of taxpayer resources; and
1 17 WHEREAS, concern has also been expressed by citizens of this state
1 18 regarding oversight of such contracts or agreements with private
1 19 contractors to ensure that fraud does not occur pursuant to such
1 20 contracts or agreements; and
1 21 WHEREAS, the general assembly believes that a comprehensive
1 22 study of issues related to fraud and accountability in contracts
1 23 or agreements with private contractors by the state is necessary
1 24 and in the best interests of the economic health of the citizens
1 25 of the state of Iowa; NOW THEREFORE,
1 26 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE SENATE
1 27 CONCURRING, That the legislative council is requested to
1 28 establish an interim study committee to conduct a comprehensive
1 29 study of issues concerning the oversight of contracts or agreements with
1 30 private contractors to ensure accountability and to prevent fraud
2 1 in such contracts or agreements; and
2 2 BE IT FURTHER RESOLVED, That the interim study committee
2 3 should be composed of 10 members consisting of members from both
2 4 political parties and both houses of the general assembly;
2 5 and
2 6 BE IT FURTHER RESOLVED, That the committee shall consult with
2 7 staff in state agencies who have worked on accountability
2 8 measures and antifraud efforts and the committee may consult
2 9 with other groups in the state or with staff members in other
2 10 states or national organizations that have worked on
2 11 accountability measures and antifraud efforts; and
2 12 BE IT FURTHER RESOLVED, That the committee shall be staffed
2 13 by the legislative service bureau and the legislative fiscal
2 14 bureau, and shall begin its deliberations following
2 15 the adjournment of the 2001 Session of the General Assembly, and
2 16 shall issue its report of recommendations by January 1, 2002.
