PAG LIN 1 1 HOUSE CONCURRENT RESOLUTION NO. 1 2 BY FREVERT 1 3 (COMPANION TO LSB 2449SS BY KIBBIE) 1 4 A Concurrent Resolution urging the Congress of the 1 5 United States and the United States Department of 1 6 Agriculture to provide increased federal moneys for 1 7 purposes of supporting enhanced surveillance expenses 1 8 as part of a pseudorabies eradication program. 1 9 WHEREAS, Iowa is the nation's leading pork 1 10 producing state, accounting for approximately one 1 11 quarter of all pork production in the United States; 1 12 and 1 13 WHEREAS, pseudorabies, also known as Aujeszky's 1 14 disease, is a contagious, infectious, and communicable 1 15 disease of livestock, primarily affecting swine; and 1 16 WHEREAS, pseudorabies, a herpes virus, is known to 1 17 cause reproductive problems, including abortion and 1 18 stillborn death, and death in neonatal pigs, and 1 19 occasional death losses in breeding and finishing 1 20 hogs, that cost producers millions of dollars 1 21 annually; and 1 22 WHEREAS, a federal eradication program for 1 23 pseudorabies implemented in the United States in 1989 1 24 represents a cooperative effort involving federal, 1 25 state, and industry participation; and 1 26 WHEREAS, the federal government has accelerated its 1 27 pseudorabies eradication program, including by 1 28 reimbursing producers for enhanced surveillance 1 29 expenses, including testing; and 1 30 WHEREAS, effective January 7, 1999, the United 2 1 States Department of Agriculture declared an 2 2 emergency, and has committed substantial financial 2 3 resources to the Animal and Plant Health Inspection 2 4 Service (APHIS) to accelerate the eradication of 2 5 pseudorabies in swine; and 2 6 WHEREAS, the federal government's accelerated 2 7 program was in response to the threat of the spread of 2 8 the disease that has dramatically increased in Iowa; 2 9 and 2 10 WHEREAS, in 2000, the Iowa General Assembly enacted 2 11 Senate File 2312 (2000 Iowa Acts, chapter 1110) that 2 12 aggressively regulates the maintenance and movement of 2 13 swine, including swine herds located in counties 2 14 designated in stage II of the national pseudorabies 2 15 eradication program; and 2 16 WHEREAS, under Iowa's pseudorabies eradication 2 17 program, swine in counties designated in stage II of 2 18 the national pseudorabies eradication program are 2 19 subject to additional testing requirements; and 2 20 WHEREAS, the United States Department of 2 21 Agriculture and the state of Iowa contribute to costs 2 22 associated with enhanced surveillance expenses, 2 23 including federal moneys contributed to reimburse 2 24 producers for testing; and 2 25 WHEREAS, in order to effectively carry out an 2 26 accelerated pseudorabies eradication program, while 2 27 providing for the financial viability of producers in 2 28 this state, it is essential that producers be 2 29 reimbursed for conducting a second test for 2 30 pseudorabies as required by Iowa law in counties 3 1 designated in stage II of the national pseudorabies 3 2 eradication program; NOW THEREFORE, 3 3 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 3 4 SENATE CONCURRING, That the United States Department 3 5 of Agriculture increase its allocation of federal 3 6 moneys contributed to costs associated with enhanced 3 7 surveillance expenses in order to reimburse producers 3 8 for additional testing in counties designated in stage 3 9 II of the national pseudorabies eradication program. 3 10 BE IT FURTHER RESOLVED, That the Chief Clerk of the 3 11 House send copies of this Resolution to the United 3 12 States Secretary of Agriculture, the Administrator of 3 13 the Animal and Plant Health Inspection Service, and 3 14 the Chief of the National Animal Health Programs Staff 3 15 of Veterinarian Services. 3 16 BE IT FURTHER RESOLVED, That copies of this 3 17 Resolution be sent by the Chief Clerk of the House to 3 18 the President of the Senate of the United States, the 3 19 Speaker of the House of Representatives of the United 3 20 States, the Majority and Minority Leaders of the 3 21 United States Senate, and the Majority and Minority 3 22 Leaders of the United States House of Representatives. 3 23 BE IT FURTHER RESOLVED, That copies of this 3 24 Resolution be sent by the Chief Clerk of the House to 3 25 Iowa's congressional delegation. 3 26 LSB 2449HH 79 3 27 da/cls/14
